RE: PLAN OF OPERATIONS 2012 - 2017 FOR CSR BUILDING PRODUCTS LIMITED, COOROY
PROJECT

Please find enclosed the new Plan of Operations 2012 - 2017 for the CSR Building Products Limited, Cooroy
Project which replaces the Plan of Operations 2007 — 2012. This Plan of Operation is in relation to the
Environmental Authority No. MIC 200390705 for the following mining tenements:

® —ML3709, ML3751, ML3671, ML3742, ML3718, ML500078, ML3672, ML3673, ML3705, ML3729 and
ML3696

The Discount Category for the Project has been assessed as Category 4 on the basis of available information.
As per the requirements of the Code of Environmental Compliance for Mining Lease Projects, an additional
45% discount has been added to the Performance Category as a result of the implementation of an EMS for
the sites. The EMS is titled “Environmental Management Overview Strategy for Cooroy Project, RB Kitch and
Assoc. Pty Ltd, November 2005" and has been previously lodged with the Department of Environment and

Heritage Protection (EHP).

As per the schedule of rehabilitation and disturbance for this project, the financial assurance has been
calculated as follows:

Discount Rate 25% (10% for Performance
Category 4, plus additional 15%

for EMS)
