Planning Assessment Report Page 31 300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry d) HERITAGE The indigenous and non-indigenous history, culture and traditions are reflected in the built and natural heritage of Noosa and are preserved for future generations. RESPONSE: The proposed development is not likely to impact on any indigenous and non-indigenous history, culture and traditions within the Shire. A search of the Queensland Heritage Register, National Heritage Register, Aboriginal and Torres Strait Islander Cultural Heritage database, and Council’s Planning Scheme “Heritage Overlay Map” shows there are no significant cultural heritage values identified on, or adjacent to, the Site. However, in the event that items of cultural heritage values are found on-site, all reasonable and practical measures will be conducted to ensure the activity does not harm indigenous and non-indigenous cultural heritage values. Objects that may be of cultural heritage significance that are identified during extractive industry operations will be reported to the Site Manager. The Site Manager will cause the appropriate liaison with the relevant Aboriginal Party and/or government representatives to ensure that such objects are appropriately handled and proper reporting is undertaken in accordance with the Aboriginal Cultural Heritage Duty of Care Guidelines. e) INDUSTRIAL BUSINESS USE Industrial uses and extractive and mining uses – i. provides suitable levels of service and employment to the community; RESPONSE: The proposed development involves the extraction of clay at the existing West Ridge Mining Lease (ML No. 3742) on Lot 3 on SP108094 for the purpose of providing material for clean fill. The material extracted from the Site will be utilised as fill in the rehabilitation of the CSR mining leases to the south of the Site (at Neales Quarry and White Pit Quarry) in order to establish an appropriate landform to facilitate post extraction land uses. The proposed development for extractive industry will be undertaken in a manner consistent with the disturbed areas (from the previous mining activities) over the land. Impacts on the environment will be limited as all proposed activities will be within existing disturbed areas with no extension outside of the existing mining lease operational area. The approval sought is for a limited purpose (to enable rehabilitation of the mining leases to the south of the Site at Neales Quarry and White Pit Quarry). It is expected that once the project commences, it will take 2 years to complete. The proposed development will provide a source of employment to the local community. Flow on economic activities including fuel supply (for transporting the material), sub-contracting, supply of consumables, road transport and mobile and fixed plant servicing will contribute to the local economy. ii. promotes the sale of local products; RESPONSE: Refer to response e) (i) above. iii. is predominantly low key, clean and service-orientated; RESPONSE: The proposed development for extractive industry is no different to the historical mining activities over the land. The only difference to the historical mining activities over the land in comparison to this application for extractive industry is that the extraction of the clay material will be used for its physical properties as fill (e.g. for rehabilitation purposes for the Neales Quarry and White Pit Quarry to the south of the Site) as opposed to using the clay material for its ceramic properties (which is defined as a “mineral” under the Mineral Resources Act 1989).
