Planning Assessment Report Page 42 300 Kennedys Road, Lake Macdonald QLD 4563 – Extractive Industry 4. PLANNING SUMMARY Pursuant to the provisions of the Noosa Shire Planning Scheme, the proposed development for “Industrial Business Type 3 – Extractive” is a Material Change of Use and the level of assessment is “Impact Assessable”. The proposed development is a consistent use in the Rural Zone of the Cooroy and Lake Macdonald Locality. The Site is located in the Rural Zone of the Cooroy and Lake Macdonald Locality of the Shire and comprises a mining lease for the mining of clay (ML No. 3742) as raw feed for the production of clay bricks and pavers. The adjoining land uses neighbouring the Site are primarily rural in nature to the north and west. A residential use is identified on Lot 1 on RP127728, which shares the Lake Macdonald Drive access to the Site. However, it is anticipated that the residence will not be impacted upon as a result of the proposed development. Rural residential uses are located in the wider area surrounding the Site to the north-east, east, south-east, and south (primarily along Lake Macdonald Drive and the mining leases to be rehabilitated to the south of the Site at Neales Quarry and White Pit Quarry). Access to the Site is via the existing driveway off Lake Macdonald Drive from the existing Brickworks Factory land, owned by CSR, located on Lot 2/SP108094. The proposed development for extractive industry involves the extraction of clay material at the existing West Ridge Mining Lease (ML No. 3742) on Lot 3 on SP108094 for the purpose of providing material for clean fill. The material extracted from the Site will be utilised as fill in the rehabilitation of the CSR mining leases to the South of the Site (at Neales Quarry and White Pit Quarry) in order to establish an appropriate landform to facilitate post extraction land uses. The design of the proposed extractive industry operations will incorporate necessary control measures to mitigate impacts on the amenity of surrounding land uses. An Ecological Assessment Report has been prepared for the Site, which provides an analysis of the ecological values of the area and an assessment of the proposed disturbance areas on the ecological values of the Site. The Ecological Assessment Report demonstrates that the impacts of the extractive industry operation on the environment will be limited as all activities will be within portions of the Site which have been previously disturbed, and avoids several ecological values recognised by State regulations. In addition, a Traffic Impact Assessment Report has also been prepared for the Site which investigates the proposed haulage route between the Site and two sites to the south to be rehabilitated (Neales Quarry and White Pit Quarry). The Traffic Impact Assessment Report demonstrates that the haulage of material as part of the proposed development is not expected to result in any significant impacts to Lake Macdonald Drive during the haulage activities. The Site Based Management Plan (“SBMP”) prepared for the Site, provides the framework for environmental management on the Site and is a practical guide at the operational level to contain environmental impacts. The SBMP has been prepared to assist in the management and protection of surrounding environment values and describes how the operator proposes to manage potential environmental impacts which may be caused by carrying out extractive and processing activities. The proposed development satisfies the requirements of the Noosa Shire Planning Scheme that are applicable to carrying out “Extractive Industry” on the Site. The proposed development is consistent with the South East Queensland Regional Plan, State Planning Policies and other legislative requirements. Consideration has been given to the potential impacts the development could have on the local and wider environment and appropriate design and management measures will be implemented to safeguard the amenity of the community and the ecological values of the environment. The proposed development is consistent with the planning and environmental objectives of relevant planning instruments and policies. There are sound planning grounds for the proposal to be approved.
