Compliance with Assessment Benchmark 4 can be attained where the proposed Lot 1 building envelope is sufficiently separated from the nearby forest hazard so that a radiant heat flux level at any point on the building envelope does not exceed 29 kW/m². In this instance the plan of development identifies a building envelope for Lot 1. The setbacks required to satisfy Assessment Benchmark 4 are defined in Section 5.2.3. 5.2.3 Radiant Heat Flux Setbacks Determination of the setbacks required to satisfy Assessment Benchmark 4 can be identified from the quantitative modelling output presented in Section 3.3 herein. The output results from Plate 10 can be used to identify the setback requirements to achieve the <29 kW/m² radiant heat flux SPP requirement. The required setbacks are shown in Table 4. Table 4 – Radiant Heat Flux Minimum Setbacks to secure <29kW/m² (Lot 1 BLE) VHC Direction and slope (º) <29 kW/m² Setback* (m) 22.1 North (1°) 14 22.1 East (1°) 14 22.1 South (1°) 14 22.1 West (1°) 14 * Source – Flamesol Minimum Distance calculator Table 4 identifies a minimum setback of 14m is required to expose the Lot 1 BLE flanking hazardous VHC 22.1 vegetation to <29 kW/m² radiant heat. It is therefore recommended minimum APZ’s of 14m depth be provided between the limit of the Lot 1 BLE and flanking hazardous VHC 22.1 vegetation and that the setbacks be wholly provided within Lot 1 and be maintained for the life of the development. The plan of development identifies the recommended 14m setback hence satisfies Assessment Benchmark 4. All APZ’s should be maintained as described in Section 5.6 herein. 5.3 Water Supply The availability of a reliable water supply for firefighting purposes is a vital tool in the defence of bushfire impact. The site is not connected to a reticulated water supply. For the purposes of incorporating the most up to date QFES water supply recommendations, it is recommended the development adopts the relevant provisions stated in Assessment Benchmark 4 of the SPP December 2019 guidance material and subsequently Section 9.1 in the QFES Bushfire Resilient Communities document. In this regard, Assessment Benchmark 4 requires: To ensure emergency services can respond effectively, development is located within a reticulated water supply area or includes a dedicated static water supply that is available solely for fire-fighting purposes and can be accessed by fire-fighting vehicles15. Footnote 15 states: Information regarding appropriate static water supply can be found in the Bushfire Resilient Communities document. Section 9.1 in Bushfire Resilient Communities requires a static water supply as follows: Where reticulated water supply is not available, development provides a water tank that is available solely for fire-fighting purposes and can be accessed by fire-fighting appliances. A water tank is to be provided within 10 metres of each building (other than a class 10 building) which: a) is either below ground level or of non-flammable construction b) has a take-off connection at a level that allows the following dedicated, static water © 2020 21
