4 Operating Budget

Council’s 2018/19 operating budget includes both revenue and expenditure elements required to
deliver day to day operations according to current levels of service. The table below outlines the
proposed operating budget position, with an operating surplus position ensuring that Council’s
required operating expenditure for the financial year is fully funded by operating revenue.

 Operating Budget 2018/19
                                  ($’000)

5 Budget Breakdown

A brief outline of the main elements of Council budget is provided below.

5.1 Operating Revenue

Net Rates and Utility Charges

Total 2018/19 budgeted net rates and utility charges total $66.6 million, with the early payment
discount ($2.1 million), pensioner concessions ($660k), and general rate donations for
community organisations ($137k) continuing. An average residential property on the minimum
general rate will receive an annual increase in total rates and charges of $35 or 2.4%. Included in
this amount is a minimum general rate increase of $20 (1.9%) in line with inflation, and a $15
(4.8%) increase in the 3-bin waste collection charge resulting from additional contract costs to
Council for waste recycling.

Full details of Council’s rates and charges are contained in the Revenue Statement 2018/19.

Fees and Charges

Council has forecast $5.5 million in revenue from fees and charges in 2018/19, an increase of
$462k or 9%. Development related revenue of $1.1 million and local laws revenue of $1.2 million
makes up 42% of the total Council fees and charges budget.

Rental Income

Total 2018/19 budgeted rental income primarily related to property leasing totals $1.5 million.
Included in this total is expected revenues of $165k from the commencement of operations at the
Peregian Beach Digital Hub.

Interest Received

Interest on cash investments and overdue rates is anticipated to reach $1.65 million in 2018/19.
This is slightly lower than that budgeted for the 2017/18 year and is based on expected cash
balances and rate arrears throughout the year.
