Dear Andrew,

OUTSTANDING ISSUES RESPONSE - DEVELOPMENT APPLICATION FOR
A MATERIAL CHANGE OF USE (DWELLING HOUSE) AT 11 RAVENWOOD
DRIVE, NOOSA HEADS (LOT 2 SP281580)
Further to Council’s outstanding issues request sent 2 July 2025, we now respond in full to each of the
items raised.

In support of this response, please find enclosed Structural Engineering Advice Letter prepared by SCG
Consulting Engineers.

Please find below the response to each of the items raised by Council:

Item 1

The engineering concerns are with the ability to construct the proposed basement without
impacting on adjoining properties, the revetment wall, services and the road formation. The
dewatering is also a concern. The site is reasonably small and there is limited space on site
to carry out what will be substantial works.

While the construction is essentially a building certifier issue, I believe that we would need
advice on construction methodology to determine if we need to include specific conditions.

Also the basement setbacks don’t seem to have been amended? particularly the side
setbacks?

Can you also confirm that the current plans and basement envelopes do not include any
additional contagious walls etc.

Correspondence has been provided by the project Geotechnical Engineer, Tectonic, which confirms that
the adjoining properties will not be affected. The works will be internally braced, consistent with the
standard process for this type of construction. The following advice was provided:

Please also see attached response from SCG Consulting, who are the project's civil and structural
engineers.

Dewatering will be performed internally as recommended by Tectonic which will not affect adjoining
properties, revetment wall, services and the road formation. A Dewatering Management Plan prepared by
ADG Consulting was lodged with the original application to Council.

Basement setbacks

1.Side setbacks don’t appear to have been amended.

Basement setbacks have been significantly improved from the original lodgement of the application to the
information response. Please see plans originally lodged 21/02/25 and revised plans lodged 05/06/25
with the information response.

A comparison of the originally lodged and revised plans have been included below. Figures 1 to 3 show
the Basement Level setbacks, with Figure 1 being the plans originally lodged and Figures 2 and 3 being
the amended plans in response to the Information Request. Compliant basement setbacks to front (6m),
side (1.5m) and rear setbacks (2m) are proposed to each basement level.

With respect to building setbacks, the project engineer has confirmed in the attached advice that the
permanent basement envelope remains consistent with the approved development drawings. The design
does not incorporate any additional contiguous walls or permanent structural elements outside those
documented in the current plans. While temporary retention piling may be installed within the side
setback areas to facilitate excavation, these piles are solely part of the temporary works. Once the
permanent basement walls are constructed, the temporary piles will be made structurally redundant and
will not form part of the permanent building envelope.

Overall, as a direct result of the basement footprint reduction, the provision of deep landscaping has
increased to 164.7m2 / 26.4% (of site area).

                                                                                                      2

2.Contiguous walls – confirmation required that current plans and basement
envelopes do not include any additional contiguous walls.

Secant pile walls are proposed for this type of construction. Conlon Group (Landscape Architects) have
confirmed that the secant walls will not impact any mature tree plant growth. The advice also confirmed
that any structures and footings are to be set down a minimum of 400mm to maximise planting volumes.
Conlon Group is a very well-regarded award-winning landscape architectural design company who has
completed many local landscape designs in the Noosa area. Refer below copy of their general email
advice to the consultant team.

                                                                                                     4

Landscaping / side boundary

1.Council requires confirmation that no structure extends into side setbacks in a way
that would restrict plant growth and landscaping.

Refer attached letter from the project civil and structural engineer in relation to this matter. General
design advice has also been provided by Conlon Group (as above), which confirms a significant amount of
planting can still be achieved with the secant walls in place, and the secant walls will not impact any root
zones for mature plant growth in this proposal. 3D renders have been prepared by the Chris Clout Design
showing planting quantity and sizes, with confirmation provided from Conlon Group that the renders are
achievable with the required secant walls as a result of the increased basement wall setbacks.
