GOOD SHEPHERD LUTHERAN COLLEGE
GSL06 | LANDSCAPE DESIGN INTENT
Noosa Eumundi Road, Tewantin
Statement of Landscape Intent
LI-02
1. Introduction
This landscape intent statement has been prepared for the Good Shepherd Lutheran College, Tewantin, to support
their proposed car park development works on the corner of Walter Hay Drive and Noosa Eumundi Road. The
development site area is on the North Western boundary of the College grounds and bordered on the Northern
perimeter with an existing Energex substation facility site, the Southern with Walter hay Drive, the Eastern with the
Colleges indoor sporting hall and pool, and on the Western boundary with Noosa Eumundi Road.
This proposal is prepared in general response with an appreciation and consideration of the required content and
desirable performance outcomes for landscape works outlined in Noosa Shire Council planning and development
LOPsua
guidance (Noosa Planning Scheme Policy 3 – Landscaping Plants and Guidelines, the Noosa Plan Part 14 –
Landscaping Code, Noosa Biodiversity Plan Assessment Report and other local authority reference documents. The
landscape intent documentation is formulated to be read in conjunction with the allied project consultant
documentation, in particular, the engineering and storm water management proposals.

LANDSCAPE INFO
The underlying methodology of the design strives for the promotion and enhancement of the existing high quality
site contextual character through considered material selection and use of an appropriate plant palette. TRIlau CALvim BANint
In relation to the existing vegetation, the site contains a selection of existing specimens, where possible, these are
proposed for retention. A selection of the existing are proposed for removal as they are within or immediately
adjacent the proposed car park extents / associated infrastructure and/or site works.

2.0 Methodology
1 Analysis of existing site character, relationships and materials / finishes with adjacent land use
treatments;
2 Review / consideration of local authority landscape requirements, allied consultant reports and
summaries of findings;
3 Development of landscape intent plan and planting design to achieve a balanced outcome in
consideration of desired character, function and project budgets. BANrob

3.1 Accessibility and Circulation

One of the primary aims of the new landscape interventions is to promote site legibility, and create safe and
equitable access for all users in and around the site.
A single new vehicle connection is proposed to provide access / egress to the site area parking extents. This PULvil
islocated on the Western road frontage to Noosa Eumundi Road. This connection facilitate vehicle and pedestrian
access to the new car parking and drop-off area proposed. The pedestrian path connection runs along the campus HOVacu WESfru
side of the carpark and connects at grade with the existing building path network.
Pedestrian connectivity is supported through and adjacent to the car parking areas via a centrally located dedicated
CORpet
pedestrian path, ramp and crossing network to the internal drop off area and via the existing concrete footpath on
the verge perimeter fronting Noosa Eumundi Road and Walter Hay Drive (refer the Engineering package for detail).
The proportions and locations of the pedestrian networks are considered and located to provide comfort, ease of
access and movement in and around the new parking facility.
3.2 Soft and Hardscape Works
To complement the functional requirements of the carpark and associated hardstand areas, the existing campus
context and surrounding natural features, a simple and timeless landscape palette of materials is proposed. Overall,
OPTION 1
the landscape intent is to promote the delivery of a mature landscape outcome which effectively screens the
carpark areas from the adjacent roadways, whilst maximizing available natural shade for the benefit of site users. JOB:

Final plant spacing and pot sizes at installation will reflect the screening outcome desired for select areas within the
project extents. Maintaining sightlines for vehicle and user safety are also a key consideration. Generally, the
planting palette will be a native plant selection including existing local native site species / site appropriate
specimens drawn from a variety of sources. These include but are not limited to; the Noosa Shire Council PSP03
landscaping plant species lists, Noosa Biodiversity Report - Appendix C, Significant Flora List, and surrounding PITrev DATE:
natural regional ecosystem mapping data content. Emphasis in plant selection is to be given to species that are

proven, hardy species with limited water requirements beyond establishment. 15/3/18
The soft landscape species palette has also been developed to include appropriate species to be incorporated
within the engineering works proposed, including vegetated swales and bio-retention devices. In accordance with
Council guidelines, no planting is to be installed within 2 metres of service manhole locations to support
maintenance access. In addition, root barrier is proposed for installation where required to minimise potential
damage to car park and service infrastructure, adjacent hardstand and built areas. A mixture of plant sizes at
installation are proposed to support a level of maturity for the soft landscape and improved presentation quality.
Other landscape finishes include durable permanent concrete edging, sub surface drainage provisions and organic
mulch to planted extents.
In support of delivering a quality landscape framework, the hardscape materials and finishes proposed will be a
restrained, complementary selection of surface treatments. The pavement extents will include tinted concrete in a
variety of finishes including sandblast, exposed and broom finish. Selected permeable pavement areas to support

area interface with the existing pool area where required are also proposed.

Given the anticipated function and location of the new parking area, appropriate exterior garden and feature lighting
will also form an integral part of the landscape areas, subtly and tastefully incorporated into the delivered project
works.

As previously outlined, legibility and safety for site users is a key driver for the design proposal for the car park area
landscape.
Key features are summarized below that address the landscape design CPTED considerations:
• Maintain a safe and visible continuous path of travel for pedestrians and vehicles, connecting access
and egress points;
• Provide clear line of site from car parking areas to adjacent built form;
[email protected]
• Plant selection supportive of efficient maintenance capability for clear trunked trees, low mass
groundcovers and with capability of planting to support filtered / framed views through vegetation,

maximising opportunities for passive surveillance; and
• Provision of lighting to pathways and parking areas supporting potential night use of facility.
