This level of on-site carparking reduction is considered acceptable, given the Council policy does not account
for linked trips (customers who will be buying fuel and using the shop). The Queensland Department of
Transport and Main Roads design guide states that up to 30% of patrons to service stations with convenience
stores stop only to shop and up to 20% stop for refuelling and goods.
Temporal demand analysis carried out within the Traffic Impact Assessment Report suggests the requirement
of 12 car parking spaces is excessive for the actual demand, considering the times at which the two land uses
(service station and shop) experience their peak demand.
The assessment also considers the three spaces located against the loading zone. While two of the spaces
would be used by staff, noting that up to 30% of patrons are stopping just to shop, suggests the demand for 7
spaces for the ‘shop’ land use, as stated in Council’s policy, is conservative (high side) for a convenience store
which is part of the service station. On this basis, provision of only 3 spaces for the shop use is expected to
satisfy the demand of patrons who may only use the shop. This would reduce the Council policy requirement
to 8 spaces, meaning adequate parking is provided without consideration of the car park spaces located within
the vicinity of the loading zone.
A conservative allowance of 15% has been made to the total parking demand, to account for customers who
will be parked at a fuel pump. When accounting for customers parking at fuel pumps (spaces not counted
towards the provision) and based on the justification outlined above, RPEQ certified Traffic Engineer Gerard
Reardon (RPEQ #17765) has endorsed a supply of 10 car parking spaces as being sufficient for the
development.
