RE: Response to Information Request (MCU20/0084) – Material Change of Use
Nature Based Tourism (Lot 3 RP851976)

Council issued a further information request on 14 September 2020. The applicant
provides the following additional information in response to the items:

1. Please clarify the use of spaces of the VA 1 (including the space for HBB) and the
spaces’ use/s over time and whether the proposal is staged. Provide plans
accordingly and if staged, plans that reflect the staging. Including access to
rooms/space (kitchen, bathroom).

The development is not proposed to be staged. The Visitor Accommodation Unit 1 is to be
constructed and used thereafter. Updated plans show separate access to the Home-
Based Business and the Visitor Accommodation Unit 1, with a lockable door between the
reception and accommodation.

The owner indicates the vet business will be mobile and on-line (only occasional physical
clients coming) within only 2 areas, while the kitchen and laundry are separate to the
home-based business.

2. Provide clarity around what is proposed as part of the Nature based tourism
proposal and whether a retreat is proposed as part of the use and its relationship
with the HBB.

The applicant seeks to provide for spa and pool amenities for guests, located between
Visitor Accommodation units 1 and 2. The Visitor Accommodation Code (AO20) allows for
ancillary facilities associated with Nature Based Tourism. The development provides for
expansive deck areas between and around the visitor accommodation facilities.

The Home-Based Business is to be used as a veterinary practice and while some clients
may bring their animals to the site, there is no direct relationship between the
businesses/uses.

3. Please provide amended plans with all proposed built form.

The proposed decks and pools are included on the amended site plans and elevations.

4. Please provide dimensioned plans and elevations for the mango cabin and
commentary on access to the cabin.

Protest Engineering include an assessment of the site access and recommendations to
ensure that visitor access to the proposed Mango Cabin is ‘safe’. The applicant is to
undertake the improvements to the road in accordance with the engineering report,
including concrete lined spillway, signage, and regrading.
