PETITION: REQUEST COUNCIL TO IMPROVE THE SAFETY AND AMENITY OF PITTA STREET,
PEREGIAN BEACH
That the petition tabled by Cr Wellington requesting that Council improve the safety and amenity of
Pitta Street, Peregian Beach with regards to parking and pedestrian access be received and referred
to the Chief Executive Officer to determine appropriate action.
Finance
The project is 100% Grant funded through the South East Queensland Livability Fund and the Active
Transport Fund.
Current project budget breakdown:
Funding Mechanism24/25FY 25/26FY 26/27FY Total
SEQ Liveability $80,120 $516,548 $283,332 $880,000
ATF $0 $501,668 $283,332 $785,000
Noosa Council $0 $0 $0 $0
Total $80,120 $1,018,215 $566,665 $1,665,000
As the ATF grant is for construction only funding, matching the SEQ Liveability contribution, there
are incentives to keep non-construction associated costs to a minimum.
At the time of drafting this report, additional costs arising from additional community engagement
and project scope changes for Stage 1 have not been reconciled and will require further
consideration at Council's Capital Works Executive. It is noted that proposed design changes have
been scoped as reasonable considerations. There may be an opportunity for the construction
components of this work to be part funded through the ATF grant. The project team will continue to
pursue this opportunity.
Recommendations E and F, if supported, will require further consideration as part of Councils
budgetary processes, as well as profiling for grant opportunities.
Risk & Opportunities
1. Base Case Risk
Project timeline not meeting the funding deadline resulting in exposure of Council to the part/full
project cost and needing to fund this from Council reserves
a. Triggers:
i. Delay in commencement of construction works
ii. Inability to deliver the approved scope due to delays during construction
iii. Repairs to existing infrastructure prior to project commencement
