Executive Summary
Noosa Council outlined a number of concerns regarding lighting and illuminated signage at the proposed development site
referred to as Cooroy Highway Service Station in a RFI document MCU16/0066.
Rubidium Light has been commissioned to investigate and design an effective lighting plan taking into consideration the
RFI from Noosa Council, relevant Australian Standards and Fuel Retailer’s lighting requirements.
General Lighting
After careful design Rubidium has supplied a lighting plan able to satisfy all major fuel retailer’s requirements and AS1158
Lighting for Public Spaces (Cat 11a) while also showing compliance with AS4282 Control of the Obtrusive Effects of
Outdoor Lighting (Pre-curfew 11pm Commercial Boundary)
We have also been able to demonstrate compliance with Curfewed (after 11pm) Commercial Boundary with min offset of
10m with included dimming the 2 Northern post top luminaires only.
Signage
Illuminated signage should be designed to be not brighter than 300cd/m2 once installed. This will meet Noosa Council
requirements for illuminated signage.
Illuminated signage is critical to the successful night time operation of a fuel retailer and ensures the business appears to
be operating.
The appearance of “open for business” is part of the design of this project due to the site location on a major highway and
its capacity as a rest stop. Rest stops on major highways are critical to the ongoing safety of all road users.

Introduction
Rubidium Light has been engaged to supply environmental lighting plan ensuring compliance with the following standards
• AS1158 – Lighting for Public Spaces
• AS4282 – Control of the Obtrusive Effort of Outdoor Lighting
• Noosa Council 3000cd/m2 limit on illuminated signage
• Fuel Retailer’s Lighting Requirements
In conjunction with our supplied drawings, we will investigate each item above and demonstrate our proposed control
measures resulting in a compliant lighting plan. This plan not only meets the required standards but can ensure the
profitable running of this site and increased safety for road users.
When integrated into the fabric of the project design, good light practise and lighting control can be inexpensive and the
result impressive to all stakeholder when compared to the outcome of lighting control post construction which is always a
compromise on architectural look and “bolt-on” lighting control measures.
Please read this report in conjunction with drawings and data sheet provided.
General Exterior Lighting
We have proposed that the general exterior lighting for this project be supplied by two methods
1. Post top luminaries for open areas.
2. High output downlights for covered areas.
Post tops
The lighting of large exterior areas are most economically supplied by large post
top luminaries impacting a large areas and reducing the quantity required to a
minimum. However this type of lighting can provide unwanted spill outside the
property. To avoid this we have used the following control measures:
• Mounting height of 7m which is the same total height of the proposed
building on-site.
• All post top luminaires are mounted on the perimeter of the site and
project their light toward the centre of the project.
• Selection of output and placement of fittings which allow for
compliance with relevant standards without over lighting.
• Selection of luminaires with strong cut-offs to the back of the fittings
rubidium
(towards property boundary).
Downlights
The lighting of covered areas have been provided by high output LED downlights.
Typically these areas are lit to a much higher level than the surrounding hardstand and
provides safety around fuel transfer equipment and a clear path from pumps to retail
counter. Generally lighting these areas will have little impact on spill light as they are
located well within the site and will also have good light control due to their recessed
construction.

General Lighting Requirements
Australian Standard AS1158.3.1
This Australian Standard 1158 and part 3.1 deals direct with the hardstand areas surrounding the site buildings. It is
defined as “Parking spaces, aisles and circulation roads’’. This definition also requires further refinement based on the
level of night time activity and risk of crime. For the purpose of this site we have selected the highest level of night time
activity which results in a subcategory of P11a.
It is also worth mentioning that this level can be changed to a lower category if the expected amount of activity is reduced.
We have taken advantage of this to allow for the reduction in lighting levels to the overflow car park area only during
Curfewed hours of operation e.g. after 11pm. This area would generally not be in use during late night hours and the
ability to dim luminaires on the northern perimeter will allows us to comply with Curfewed hours spill lighting requirements.
Australia Standard AS4282
This standard is our guide to spill lighting requirements and sets out where and how spill light is to be measured and its
acceptable levels. These acceptable levels are found after investigation of site uses and surrounding properties. It also
lays out acceptable levels of spill based on time before or after 11pm. (pre and curfewed hours)
As this is a industrial site and is surround by industrial zoning we evaluate spill base on this subcategory. These
acceptable limits are further reduced after 11pm.
Spill measures before 11pm are evaluated at all neighbouring property boundaries and will ensure both lighting level and
intensity is compliant. After 11pm the acceptable level reduce considerably but the point of measurement also move inside
the neighbouring properties to their minimum building offsets set by local council (if the site is vacant), in this case 10m.
Apart from impact to neighbouring properties we must also insure no adverse effect to road users on the surrounding
transport systems. This is measured by a system called Threshold increment. This system evaluates the intensity of
lighting on this project to road users.
Fuel Retailers
Major fuel retailers also set out lighting levels required to ensure safety and effective retail management of their sites. We
have ensured no matter if this site is run by an independent or leased to a major retailer, lighting levels will be sufficient.
The highest levels requested by fuel retailers are 400 lux maintained under fuelling canopy with a vertical level on pump
face of 150 lux. The attached design demonstrates compliance with these requirements.

I
Illuminated Signage
Illuminated signage on this site preform some important functions, retail appeal and downstream of this return some real
benefits to the community in road safety. Service stations are preferred by night time travellers due to then good facilities
and perception of safety.
The site requirements must also be balanced with the impact to neighbouring properties with consideration to their night
time uses. In this case all directly surrounding properties are zoned industrial and it can be reasonably expected that
these properties will not be inhabited during night time hours and if are illuminated sign on this site would not affect their
amenity.
rubidium
The illuminated signage has been reduced to only impact oncoming traffic on the Bruce Highway specifically, which further
restricts illuminated sign to the south and east faces of the site. This placement will ensure impact of illuminated sign is
only experienced toward the Bruce Highway and away from any residential properties to the west. Any impact on
properties to the east would be minimal due to the long distances and relative low intensity when compared to light levels
emitted from the Bruce Highway.
Noosa Council requires an illuminate sign to emit no more than 300cd/m2. This can be achieved in the design of the
signage and tested to ensure we meet this requirement. It is assumed that all signage on this project will be supplied
below this limit.

Conclusion
This report should be read in conjunction with the following drawings and data sheets:
HAS0001-E01 Lighting Plan
Luminaire Data Sheets D1, D2, D2A, P1, P1A and W1
The above designs and data sheets can be used as examples for generic specification for selection of luminaires and
lighting layouts. They can be substituted for other fittings and layouts given all the above mitigation measures are included
and performance of luminaires are simular. This should be evaluated on a case by case basis upon tender offer.
We have supplied lighting plans and luminaire selection to meet all requirements laid out above. All general exterior
lighting requirements have been met while minimising spill light below AS4282 requirements for both pre and post
curfewed hours.
A limit has been set for the total brightness emitted from illuminated signage in compliance with Noosa Council
requirements. A clear understanding of the benefits of illuminated signage has been laid out and a demonstration on
adverse effect have shown that none exist due to surrounding zoning and distance to residential properties.
We are happy that all potential adverse effects on rural amenity have been mitigated while still achieving required lighting
levels to compliment this development.
This report has been produced for inclusion in a wider RFI response.
