Plan BF04 — Setback Requirements depicts the <29kW/m? RHF setback requirement relative to the
proposed wedding marquee and associated infrastructure. Plan BF04 demonstrates the minimum
64m proposed separation between SU9b; the closest adjacent hazardous vegetation, and the
wedding marquee facilitates an acceptable risk of radiant heat impact in accordance with
Assessment Benchmark 4 of the SPP Bushfire 2019.

It is noted however that the marquee is expected to be constructed of a canvass like material which
offers limited to negligible resistance against direct flame, radiant heat and ember attack. The
modelled radiant heat flux exposure acting on the marquee was determined to be 8.02 kW/m? (refer
Appendix 3). Table G1 of AS3959 2018 reports that humans feel pain after 10 — 20 seconds of direct
exposure (i.e., outside of the marquee) to 4kW/m? RHF and after 3 seconds of exposure to 10kW/m
* RHF. Leonard et al reports that ‘Human skin is damaged by exposure levels greater than 2 kW/m
>’ (Leonard, J, Opie, K et al. (2014).

It is therefore apparent that whilst the marquee location satisfies Assessment Benchmark 4 of the
SPP Bushfire 2019 it should not be relied upon as a shelter in place option given its material palette
and degree of RHF exposure. The ‘Refuge’ Flamesol presented in Appendix 3 identifies that a
minimum 150m separation to SU9b is required for an unshielded shelter in place location to achieve
<2kW/m? radiant heat flux exposure.
