INTRODUCTION
It is proposed to complete the following extensions to the existing CYC Noosa Campsite, 48 Kabi
Road (Lot 394 on M371117, Lot 650 on M37380 and Lot 7 on RP216403):
• new communal area comprising two buildings:
o sports hall;
o office, kitchen and dining;
• new Village 1 comprising:
o dining building;
o dormitory buildings, 5 of;
o activity building;
o playing area and playing field;
• new Village 2 comprising:
o dining building;
o dormitory buildings, 4 of;
o playing area and playing field;
• new Village 3 comprising:
o dining building;
o dormitory buildings, 3 of;
o playing area/playing field;
• roofed amenities/kitchenette building;
• activity field;
• new internal sealed roads.
To enable the determination of appropriate noise limits for the above a 7-day ambient noise
assessment was conducted from monitoring location A, adjacent to the western boundary and near
the adjoining residence to the north-west at 41 Kabi Road (as remote from any on-site noise sources
as possible) to determine the background sound levels – monitoring location A. Background noise
level measurements at this location would be similar to all other close residential premises.
This report details the results of the ambient noise assessment and, in particular, the background
sound levels, noise limits generally imposed by Noosa Council, source noise levels, source noise
levels calculated to the closest adjoining residences and state of compliance with the noise limits. If
any of the nominate noise limits are exceeded appropriate noise control measures have been
nominated.
Refer Figure 1 for locality plan, monitoring location A and the closest residences (denoted R1 to R5
inclusive), Figure 2 for the whole site plan, Figure 3 for the site plan, Figure 4 for detail of the existing
carpark and communal buildings and Figure 5 for detail of Village 1.
The closest residences are:
• R1: 41 Kabi Road to the north-west;
• R2: 209 Cootharaba Downs Road, to the south-east;
• R3: 55 Hatch Road to the south-south-west;
• R4: 24 Kabi Road to the west – southern side of Kabi Road;
• R5: 27 Kabi Road to the west – northern side of Kabi Road.

CRITERIA
All noise level measurements were conducted in accordance with the following:
• general requirements of the Queensland environmental protection legislation;
• Environmental Protection (Noise) Policy 2019;
• Noise Measurement Manual, Queensland Government, Department of Environment and Heritage
Protection, Version 4.01, 10 March 2020;
• Australian Standard AS 1055-2018, Acoustics – Description and Measurement of Environmental
Noise.
NOISE LIMITS
Based on reports previously prepared by the consultant for projects within Noosa Council,
consideration should be given to the acoustic requirements of the Environmental Protection Act 1994
and the Environmental Protection (Noise) Policy 2019 (and previous 2008 version).
In accordance with Schedule 1 of the Environmental Protection (Noise) Policy 2019 the following
Acoustic Quality Objectives should be noted:
• Acoustic quality objectives, daytime and evening, external to dwelling:
o 50 dB(A) LAeq,adj,1H;
o 55 dB(A) LA10,adj,1H; and
o 65 dB(A) LA1,adj,1H;
• Acoustic quality objectives, daytime and evening, inside dwelling:
o 35 dB(A) LAeq,adj,1H;
o 40 dB(A) LA10,adj,1H; and
o 45 dB(A) LA1,adj,1H;
• Acoustic quality objectives, night-time, inside dwelling:
o 30 dB(A) LAeq,adj,1H;
o 35 dB(A) LA10,adj,1H; and
o 40 dB(A) LA1,adj,1H;
In the 2008 version of the Environmental Protection (Noise) Policy there was criteria for ‘background
creep’. Based on other reports prepared by the consultant within Gympie Regional Council, Council
have also required that this noise limit criteria be adopted – refer below for extract from 2008 Policy:
10 Controlling Background Creep
(1) This section states the management intent for an activity involving noise.
(2) To the extent that it is reasonable to do so, noise from an activity must not be –
(a) for noise that is continuous noise measured by LA90,T – more than nil dB(A)
greater than the existing acoustic environment measured by L A90,T; or
(b) for noise that varies over time measured by LAeq,adj,T – more than 5 dB(A)
greater than the existing acoustic environment measured by L A90,T.
The above ‘background creep’ criteria are based on the background sound levels, the L A90,T,
expressed as the rating background level (RBL).

AMBIENT NOISE LEVEL MEASUREMENTS
Table 1 details the results of the ambient noise assessment conducted from monitoring location A on
the subject site adjacent to the western boundary for the daytime, evening and night-time periods –
refer Figure 1 for further detail, Appendix A for details of measurement equipment, equipment settings,
calibration, etc., Appendix B for graphical presentation of key parameters and Appendix C for
atmospheric conditions.
With respect to noise the following should be noted:
• daytime: 0700 to 1800 hours;
• evening: 1800 to 2200 hours;
• night-time: 2200 to 0700 hours;
• ‘A’ weighted: adjustment made by the sound level meter to the measured noise to
correspond to the response of the human ear. This adjustment is
standardised by international noise standards;
• LAeq,T: the equivalent continuous (or approximately the ‘average’) ‘A’ weighted sound
pressure level for the measurement period ‘T’;
• LA1,T: the ‘A’ weighted sound pressure level exceeded for 1% of the measurement
period ‘T’;
• LA10,T: the ‘A’ weighted sound pressure level exceeded for 10% of the measurement
period ‘T’, which is an approximation of the ‘average of the maximum noise
levels’;
• LA90,T: the ‘A’ weighted sound pressure level exceeded for 90% of the measurement
period ‘T’, which is an approximation of the ‘average of the minimum noise
levels’, which is also known as the ‘background’ noise level;
• RBL: the Rating Background Level is the 10th percentile of the LA90,T background
sound levels for the periods daytime, evening and night-time, and is a single
figure for each of these time periods.

With respect to the days of the 7-day ambient noise assessment the following weather conditions
should be noted:
• Wednesday 6th July: 5.6 mm rain;
• Friday 7th July: 0.2 mm rain;
• Monday 11th July: 0.6 mm rain;
• Tuesday 12th July: 0.2 mm rain;
• Wednesday 13th July: 24.4 mm rain.
It is apparent from the above background sound levels that the rain event on Wednesday 13 th July
occurred after the noise logger was retrieved from the subject site.
The above weather conditions did not adversely impact the background sound levels and, therefore,
none of the measured background sound levels needed to be excluded from the RBL.
Based on the above RBL values the noise limits for the CYC Noosa Campsite activities would be:
• steady-state noise (air-conditioners, fans, etc):
o daytime: 29 + 0 = 29 dB(A) LA90,T;
o evening: 24 + 0 = 24 dB(A) LA90,T;
o night-time: 23 + 0 = 23 dB(A) LA90,T;

• time varying noise (vehicle movements, children/youth, buses, trucks, etc):
o daytime: 29 + 5 = 34 dB(A) LAeq,adj,T;
o evening: 24 + 5 = 29 dB(A) LAeq,adj,T;
o night-time: 23 + 5 = 28 dB(A) LAeq,adj,T.
SOURCE NOISE LEVELS
Typical source noise levels for the CYC Noosa Campsite are:
• vehicles (10 to 15 kph speed):

• kitchen exhaust fan: 50 dB(A) LAeq,adj,[email protected] respect to the above noise sources, as appropriate all of them have been adjusted for tonality
and/or impulsiveness.
NOISE LEVEL IMPACT
The closest residences are denoted R1 to R5 inclusive at Figure 1. For the above nominated potential
noise sources, the closest possible location for each noise source on the subject site has been
considered relative to each of the above closest residences.
Compliance with the noise limits at the above closest residences will also result in noise limit
compliance at all other residences.
R1 – Closest Residence to North-West
At the closest residence to the north-west the above noise sources will be:
• vehicles (10 to 15 kph speed):
o passenger:
▪ driving: 40 – 32 (310m distance) – 7 (ground) = 1 dB(A) LAeq,adj,T;
▪ door close: 50 – 32 – 7 = 11 dB(A) LAeq,adj,T;
▪ engine start: 50 – 32 – 7 = 11 dB(A) LAeq,adj,T;
o bus idling, driving off and arriving at parking bay, including air brakes:
65 – 32 (310m distance) – 7 (ground) = 26 dB(A) LAeq,adj,T;
o MRV truck driving and unloading, including air brakes:
67 – 32 (310m distance) – 7 (ground) = 28 dB(A) LAeq,adj,T;

o waste collection vehicle driving, emptying waste receptacles and departing:
68 – 32 (310m distance) – 7 (ground) = 29 dB(A) LAeq,adj,T;
• children/youth playing:
o 10 children/youth: 61 – 34 (420m distance) – 8 (ground) = 19 dB(A) LAeq,adj,T;
o 50 children/youth: 68 – 34 – 8 = 26 dB(A) LAeq,adj,T;
o 100 children/youth: 71 – 34 – 8 = 29 dB(A) LAeq,adj,T;
• basketball match, including umpires whistle and yelling and screaming and cheering:
65 – 33 (360m distance) – 8 (ground) = 24 dB(A) LAeq,adj,T;
• large air-conditioning unit: 54 + 5 (3 units for office and dining) – 32 (310m distance) – 7
(ground) = 20 dB(A) LAeq,adj,T;

• Village 1 air-conditioning: 54 + 7 (5 units, one per dormitory) – 34 (420m distance) – 8
(ground) = 19 dB(A) LAeq,adj,T.
All of the above source noise levels, calculated to the closest residence to the north-west, individually
comply with the daytime, evening and night-time noise limits, with no additional noise control
measures in place.
For the daytime the relevant combined source noise levels would be 1 + 11 + 11 + 26 + 28 + 29 + 24 +
20 + 11 = 33 dB(A) LAeq,adj,T, which is worst case and complies with the daytime noise limit.
For the evening the relevant combined source noise levels would be 1 + 11 + 11 + 26 + 24 + 20 + 11 =
29 dB(A) LAeq,adj,T, which is worst case and complies with the evening noise limit.
It is not anticipated that there would be any night-time noise sources other than air-conditioning, which
the combined effect of Village 1 complies with the night-time steady state noise limit of 23 dB(A) LA90,T.
R2 – Closest Residence to the South-east
At the closest residence to the south-east the above noise sources will be:
• vehicles (10 to 15 kph speed):

For the daytime the relevant combined source noise levels would be 1 + 11 + 11 + 23 + 26 + 29 + 18 +
11 + 8 + 18 = 32 dB(A) LAeq,adj,T, which is worst case and complies with the daytime noise limit.
For the evening the relevant combined source noise levels would be 1 + 11 + 11 + 23 + 18 + 11 + 8 +
18 = 26 dB(A) LAeq,adj,T, which is worst case and complies with the evening noise limit.
It is not anticipated that there would be any night-time noise sources other than air-conditioning, which
the combined effect of Village 3 complies with the night-time steady state noise limit of 23 dB(A) LA90,T.
R3 – Closest Residence to South-south-west
At the closest residence to the south-south-west the above noise sources will be:
• vehicles (10 to 15 kph speed):

(ground) = 10 dB(A) LAeq,adj,T;
• kitchen exhaust fan: 50 – 40 (800m distance) – 9 (ground) = 1 dB(A) LAeq,adj,T;
• Village 3 air-conditioning: 54 + 6 (4 units, one per dormitory plus dining building) – 41
(900m distance) – 9 (ground) = 10 dB(A) LAeq,adj,T.
All of the above source noise levels, calculated to the closest residence to the south-south-west,
individually comply with the daytime, evening and night-time noise limits, with no additional noise
control measures in place.
For the daytime the relevant combined source noise levels would be 0 + 2 + 2 + 17 + 19 + 22 + 16 +
10 + 1 + 10 = 25 dB(A) LAeq,adj,T, which is worst case and complies with the daytime noise limit. This
also complies with the evening and night-time noise limits, albeit that some of the noise sources
included for the daytime would not be relevant for the evening or night-time periods.

All of the above source noise levels, calculated to the closest residence to the north-west, individually
comply with the daytime, evening and night-time noise limits, with no additional noise control
measures in place.
For the daytime the relevant combined source noise levels would be 0 + 6 + 6 + 20 + 23 + 25 + 19 +
14 + 4 + 13 = 29 dB(A) LAeq,adj,T, which is worst case and complies with the daytime noise limit.
For the evening the relevant combined source noise levels would be 0 + 6 + 6 + 20 + 19 + 14 + 4 + 13

NOISE CONTROL
To ensure compliance with the noise limits for the complete 24-hour day at all of the closest
residences to following restrictions need to be implemented:
1. bus access to the site to be limited to daytime and evening only – 0700 to 2200 hours;
2. delivery vehicles must only access the site during the daytime – 0700 to 1800 hours;
3. waste collection vehicles must only access the site during the daytime – 0700 to 1800 hours.
Compliance with the above will result in compliance with the noise limits for the complete 24-hour day.

CONCLUSIONS
It is proposed to complete the following new works to the existing CYC Noosa Campsite, 48 Kabi
Road:
• new communal area comprising two buildings - sports hall and office, kitchen and dining;
• new Village 1 comprising dining building, 5 dormitory buildings, an activity building, a playing
area and a playing field;
• new Village 2 comprising dining building, 4 dormitory buildings, a playing area and a playing
field;
• new Village 3 comprising dining building, 3 dormitory buildings and a playing area/playing
field;
• roofed amenities/kitchenette building;
• activity field;
• new internal sealed roads.
To enable the determination of appropriate noise limits for the above a 7-day ambient noise
assessment was conducted from monitoring location A, adjacent to the western boundary and near
the adjoining residence to the north-west at 41 Kabi Road (as remote from any possible on-site noise
sources as possible) to determine the background sound levels – monitoring location A. Background
noise level measurements at this location would be similar to all other close residential premises.
From data held by the consultant source levels were nominated for all potential noise sources,
namely:
• passenger vehicles driving, door closing and engine start;
• bus idling, driving off and arriving at parking bay, including air brakes;
• MRV truck driving and unloading, including air brakes;
• waste collection vehicle driving, emptying waste receptacles and departing;
• 19, 50 and 100 children/youth playing;
• basketball match, including umpires whistle and yelling and screaming and cheering;
• large air-conditioning unit;
• kitchen exhaust fan.
Source noise levels were calculated to all of the closest adjoining residences and compared to the
noise limits, both for the individual noise sources as well as the combined impact of a number of noise
sources. For all of the closest adjoining residences, provided the following noise control measures are
implemented all of the noise limits are complied with for the complete 24-hour day:
• bus access to the site to be limited to daytime and evening only – 0700 to 2200 hours;
• delivery vehicles must only access the site during the daytime – 0700 to 1800 hours;
• waste collection vehicles must only access the site during the daytime – 0700 to 1800 hours.
RECOMMENDATION
It is recommended that, from an environmental noise perspective, the proposed new works for the
CYC Noosa Campsite be approved, provided that the noise control measures nominated in this report
are incorporated into this development.
