EXECUTIVE SUMMARY
This report provides an assessment of an application for an Other Change to the existing
Development Approval for the Bounce Hostel in Mary Street, Noosaville.
The applicant requests that the Development Approval be changed to include a Food and Drink
Outlet that was previously approved and lapsed 18 January 2025 in accordance with
MCU18/0102.02
Condition 65.
65. The Food and Drink Outlet approval lapses on 18 January 2025, unless written consent is
provided by Council’s delegate to extend the approval. In assessing a request to extend the approval,
Council will have regard to any substantiated complaints relating to noise, car parking and any other
relevant matters associated with the Food and Drink Outlet use.
The applicant now proposes Condition 65 of the Decision Notice be changed to facilitate the Food
and Drink Outlet to operate for the lifetime of the development.
The assessment supports the amendment to existing Condition 65 as it has been demonstrated that
the operation of a Food and Drink Outlet will not unreasonably impact the amenity of the surrounding
area noting it has previously operated with temporary approval with no complaints, and is a suitable
extension of the existing visitor accommodation use on the site.
The site is unique as it is located within the Mary Street and Wellbeing Precinct and specifically
identified in the Noosa Plan for short-term accommodation with ancillary recreation facilities. The
existing development includes internal recreational areas screened by buildings, with conditions
limiting operating hours and requiring on-site management.
Although the proposal does not meet car parking requirements, previous evidence shows the use
can operate without adverse impacts. Given the existing built form and conditions, the proposed food
and drink outlet is considered reasonable and it is therefore recommended that the application be
approved.
RECOMMENDATION
That Council note the report by the Manger Development Assessment to the Planning & Environment
Committee Meeting dated 10 February 2026 regarding application MCU18/0102.03 for an Other

A. Approve the Other Change to include the Food and Drink Outlet;

PLANNING & ENVIRONMENT COMMITTEE MEETING 10 FEBRUARY 2026 D. Find the following matters relevant to the assessment and sufficient reason to approve the application: 1. The use has previously operated from the site and demonstrated that it does not result in unreasonable impacts on the surrounding area. 2. The existing backpackers was approved based on the site being specifically identified for the Visitor Accommodation (Type 4 Conventional) use under the Noosa Plan 2006 which is also reflected in the Noosa Plan 2020 which facilities Short Term Accommodation on the site. The inclusion of a Food and Drink Outlet associated with this land use is a reasonable and practical extension of the preferred existing land use.
