Noosa Centres Hierarchy Review 2017
i. The Noosa Centres Hierarchy Review 2017 was undertaken to inform and shape planning policy of the
New Noosa Plan 2019.
ii. The Review recommends a revised hierarchy of centres with zones based on the Queensland Planning
Regulations 2017 and strategic options around the role and function for each centre and land use
opportunities.
iii. The hierarchy takes into consideration the following.
‒ The role and function of each centre in the overall centres network;
‒ Enhancing the individual character and sense of place for each centre;
‒ The need for viable and sustainable mixed-use development where appropriate;
‒ Catering for future economic opportunities in health, creative and knowledge-based industries,
digital economy, environmental industries, professional services, tourism, education and
training and emerging rural enterprise to diversify our economy; and
‒ Consideration of access to efficient transport networks and opportunities and in the longer-term
future innovations in technology.
iv. The Noosa Centres Hierarchy Review 2017 report states that:
“The current centres hierarchy for Noosa is a traditional retail based hierarchy. Whilst this has
served Noosa well in the past, there are improvements that can be made to ensure that the
current and future activity centre trends are captured in a way that maximises success for each
centre and incorporates economic development, social and environmental outcomes whilst still
keeping within the Noosa brand”.
v. Figure 1.1 outlines the proposed Noosa Centres Hierarchy for the Noosa Shire. As shown, the Noosa
Business Centre and Noosa Junction are designated as ‘Major Activity Centres’ which are defined as
providing a mix of uses and activities. These include; concentrations of higher order retail, commercial,
offices, residential, administrative and health services, community, cultural and entertainment facilities
and other uses capable of servicing a sub-region in the planning scheme area.
vi. Section 2 of the report acknowledges that there is “increasing pressure for out-of-centre developments
including bulky goods centres” and that “there is likely to be more pressure for additional bulky goods
premises” in the Noosa Shire.
