1 Introduction

This planning report has been prepared for Halse Lodge Guest House Pty. Ltd. being the applicant of a
development application proposing a Material Change of Use of Premises for an extension to the existing
hostel accommodation located at Halse Lodge, Noosa Heads.

The subject site is described Lot 2 on RP 865533 and is within the former Noosa Shire now part of the
Sunshine Coast Regional Council.

The proposed development of this site constitutes ‘development’ as defined by Section 7 of the Sustainable
Planning Act 2009. This development application seeks a Development Permit for a Material Change of Use
of Premises on the subject site.

The proposal is deemed impact assessable development under the provisions of the Noosa Plan 2006 and
the Sustainable Planning Act 2009.

This planning report covers the following matters in order to assist the assessment of this development
application:

3 The Characteristics of The Site and Surrounds

3.1. Site Characteristics

The subject site is an almost rectangular parcel of land located at 2 Halse Lane, Noosa Heads and is
described as Lot 2 on RP 865533, Parish of Weyba.

 

The site has an area of 7,989m? and is located at the end of Halse Lane which is located off the eastern side
of the Noosa Drive and Noosa Parade roundabout. Morwong Drive abuts the northern corner of the site with
the site linked to this road via an access easement.

A wide road reserve with public footpath, landscaped area and footpath is located across the Noosa Drive
road frontage. The site slopes gently upwards from the Noosa Drive frontage towards the rear eastern
boundary. A small but significant watercourse bisects the southern third of the site flowing in a south to
westerly direction. The area around the watercourse and directly to the east and south is well vegetated with
a range of native rainforest species.

The Halse Lodge Guest House is located along the eastern boundary of the site and is a two storey timber
clad building that was built in 1881. A number of associated buildings are located on site including two
accommodation buildings and an activities/ education facility known as Hollingsworth House.

3.2 Existing Infrastructure Servicing the Site

The subject site is serviced by standard community infrastructure including reticulated water supply and
sewerage, underground telecommunications, overhead electricity supply and associated street lighting,
bitumen roadways and kerb and channel.

Access to the site is from the western boundary which has direct frontage to a roundabout located at the
intersection of Noosa Drive and Noosa Parade.

3.3 Existing Vegetation

Existing vegetation on the site comprises a range of native rainforest and Eucalypt species located around the
creek corridor with some specimen trees scattered across the site.

3.4 Site Contamination

The site is not on the Environmental Management Register, established under the Environmental Protection
Act 1994 and to the best of our knowledge is not contaminated.

3.5 Description of Land Uses Adjacent to the Site and within the Surrounding
Area

The site is located on the fringe of the Hastings Street tourist and accommodation precinct. The site abuts
several commercial and residential accommodation buildings and is in close proximity to the main visitor and
retail area of Hastings Street.

More specifically the existing uses that immediately surround the subject site comprise the following:

To the north: Ocean Breeze, French Quarter (accommodation units and resort) and real
estate office and vehicle car hire
To the east: Viridian development (dwellings and resort)
To the south: Vacant land approved for unit development
To the west
(opposite the site): Lions park and public carpark

The site is also in close proximity to recreational facilities including parks, transit centre, Noosa Heads Surf
Life-Saving Club and Noosa Heads Main Beach. . . = oe

4 = The Proposal

As indicated in Section 1 of this report, this application proposes an extension to the existing hostel
accommodation located on the Halse Lodge site at Noosa Heads. The applicant intends to convert the
existing education and activities building known as the Hollingsworth Building to provide for additional hostel!
accommodation of 9 beds. The applicant also seeks approval to vary the location of a number of beds that
have been approved for the site, as set out in paragraph 5.5 of this Report. Annexure A provides plans of
the proposed additions and the number of beds proposed for the site.

 

The additional beds are to be located in the Hollingsworth building which was previously approved as an
activities centre however is currently utilised for storage. Minor building works are required and are generally
limited to construction of partitions and fire safety requirements. No external works area proposed.

5 Development Assessment

§.1 State Planning Policies

The South East Queensland Koala Conservation: State Planning Regulatory does not map the site as
assessable development and no trees are to be cleared as part of this proposal. The application does not
require referral to the Department of Environment and Resource Management.

§.2 South East Queensland Regional Plan

The South East Queensland Regional Plan (SEQRP) includes the site in the Urban Footprint, No assessment
or referral to the Department of Infrastructure and Planning is required.

5.3 Queensland Heritage Act

The site is registered under the Queensland Heritage Act and is required to be referred to the Department of
Environment and Resource Management for assessment. No building works or alterations are proposed to
Halse Lodge building or external works to the Hollingsworth Building as part of the proposal and thus there
will be no impacts on the cultural significance of the building.

5.4 Noosa Plan

The Noosa Plan includes the site in the Noosa Heads locality and provides the site with a split zoning of
Community Services and Open Space Conservation. An extract of the zoning map for the locality is detailed
below. The assessment table for the Community Services zone indicates that Visitor accommodation Type
4 Conventional where a visitor hostel and located on Lot 2 on RP865533 Halse Lane is a consistent use in
the zone and is required to follow an impact assessment process.

5.5 Applicable Codes

In accordance with the Noosa Plan, the development is required to be assessed against the provisions of the
entire Noosa Plan. The Codes that are most relevant with regard to this proposal include:

« Noosa Heads Locality Code;
« Visitor Accommodation Code;
« Landscaping Code; and

« Engineering Works Codes.

5.5.1 Noosa Heads Locality Code

The Noosa Heads Locality Code outlines the following overall outcomes for Community Services zoned
land:
i) is protected and managed to enable the efficient and timely delivery of such uses;
ii) provides for the infrastructure, indoor recreation, education, social and safety needs of the local
community, including people with special needs, such as the elderly, children, low-income earners
and disabled persons; and
iii) includes housing and short term accommodation for people with special needs such as the
elderly and budget travelers;

The proposed use is consistent with the overall outcome of the zone and maintains and provides a short
term accommodation for the area. (Refer Annexure B)

The proposal has been reviewed against the Locality Code and in generally considered to comply with
the outcomes. Of particular reference to the proposal are the following outcomes:

Density

Specific Outcome O06. The density of development within the site area— for the Community
Services Zone maximum population density of 320 persons per hectare exclusively for the purposes
of Residential Aged Care and 160 persons per hectare for any other form of Retirement & Special
Needs Housing

There appears to be an inconsistency with the intent for the Community Services Zone and the Specific
Outcomes in relation to density. The Overall Outcomes for the zone indicate that land in this zone is
able to be used for short term accommodation including budget travelers with the assessment table
clearly indicating that the use of the subject site for budget accommodation is a consistent use. However
the density provisions of the Community Services zone have erroneously left out any reference to Visitor
Accommodation. Discussions with staff have indicated a population density of 320 persons per hectare
similar to other designated hostel sites would be appropriate.

In this regard, the site has an area of 3,512m’ of which is included in the Community Services zone.
Based on the above population density of 320 persons per hectare, the site has a density of 112
persons. Hostel beds are rated at 0.6 person per bed and 1.2 persons per double bed which gives a
population of 186 beds for visitor accommodation on the site.

The site has a number of approvals however the following are relevant to population and use of the site:

Halse lodge 75 beds
Accommodation building (03051 TP) 12 beds
Accommodation building (12464 TC) 20 beds
Hollingsworth Building (03051TP) activities centre

Total beds approved: 107 beds

Due to new fire regulations, a number of existing beds within the existing Halse Lodge building do not... —-
comply with the regulations and have been removed: As a result, the approved bed numbers for this

building have not been achieved. The applicant therefore seeks approval to use the separate
accommodation buildings to the south of the Lodge to accommodate the approved bed numbers along

with new accommodation in the Hollingsworth building. The rearrangement of beds and new beds

proposed are detailed below:

Therefore an additional 9 beds are proposed for the site with the population density still under the
planning scheme provisions.

 

Specific Outcome 012. For Multiple housing Type 3 or 4, Visitor accommodation Type 4 and
the accommodation unit component of an Entertainment and dining business Type 3 (hotel)—
the maximum a gross floor area is equivalent to the maximum allowable population in persons
multiplied by 40m2

The existing floor area is well below the maximum allowed on site.

5.5.2 Visitor Accommodation Code
The proposal has been reviewed against the provisions of the Code and is considered to comply with the
relevant requirements. Refer Annexure C
5.5.3 Landscaping Code
A review of the proposal against the Landscaping Code indicates that it complies with Code. Conditions
may be imposed as part of any approval.
5.5.4 Engineering Codes
The Noosa Plan indicates the following rates of carparking for Visitor Hostels:
Type 4 Conventional- For Visitor Hostel:
1 space per 12 guests capable of being accommodated; AND
1 space per staff member; AND
Parking for a courtesy shuttle bus (no greater than 30 seats).
The existing approvals for the site indicate that 15 spaces are approved and have been provided on site

(or a contribution paid) for the existing accommodation and restaurant uses. Based on the current
Planning Scheme requirements, carparking can be assessed as:

Total - 116 beds: . 10 spaces
Existing restaurant - 50m” 5 spaces
Total carparking for existing uses: 15 spaces

In accordance with the planning scheme no new carparking spaces are required to be provided on site.

5.6 Overlays

The site is identified as requiring assessment under the following Overlays:
Biodiversity Overlay: Environmental Protection

No vegetation is to be removed and therefore the proposal does not require assessment against the
Biodiversity Overlay.

No building work is proposed as part of the proposal and therefore it is exempt from assessment against the
Heritage Overlay.

The site is required to be assessed against the provisions of the Natural Hazards Overlay with regard to
bushfire hazard. No new works are proposed as part of the application, with the application proposing to
utilise an existing approved building for accommodation. The existing premises have the required fire
measures in place including fire extinguishers, hose reels, designated fire exits and the like in accordance
with State Legislation. The site has access to reticulated water supply and the existing building is setback
from surrounding vegetation.

6 Conclusion

The above development application has been submitted to the Sunshine Coast Regional Council as the
Assessment Manager of the application under the Sustainable Planning Act 2009. This application seeks a
Development Permit for a Material Change of Use of Premises an Visitor Accommodation Type 4 which is
impact assessable development under the 2006 Noosa Plan.

This application can be supported on a number of grounds as provided in detail in the above report. These
grounds include:

« The proposal is consistent with the Overall Outcomes of the Noosa Heads Locality Code;

« The proposal is a consistent use within the Community Services zone in which the site is
located;

« The proposal is generally consistent with the relevant code requirements;
« The development seeks to reuse an existing building on site;

« The subject site enjoys a high level of accessibility to the recreation, commercial & entertainment
facilities of Noosa Heads;

The Assessment Manager’s favourable consideration of the above development application is therefore
recommended.
