4 = The Proposal

As indicated in Section 1 of this report, this application proposes an extension to the existing hostel
accommodation located on the Halse Lodge site at Noosa Heads. The applicant intends to convert the
existing education and activities building known as the Hollingsworth Building to provide for additional hostel!
accommodation of 9 beds. The applicant also seeks approval to vary the location of a number of beds that
have been approved for the site, as set out in paragraph 5.5 of this Report. Annexure A provides plans of
the proposed additions and the number of beds proposed for the site.

 

The additional beds are to be located in the Hollingsworth building which was previously approved as an
activities centre however is currently utilised for storage. Minor building works are required and are generally
limited to construction of partitions and fire safety requirements. No external works area proposed.

5 Development Assessment

§.1 State Planning Policies

The South East Queensland Koala Conservation: State Planning Regulatory does not map the site as
assessable development and no trees are to be cleared as part of this proposal. The application does not
require referral to the Department of Environment and Resource Management.

§.2 South East Queensland Regional Plan

The South East Queensland Regional Plan (SEQRP) includes the site in the Urban Footprint, No assessment
or referral to the Department of Infrastructure and Planning is required.

5.3 Queensland Heritage Act

The site is registered under the Queensland Heritage Act and is required to be referred to the Department of
Environment and Resource Management for assessment. No building works or alterations are proposed to
Halse Lodge building or external works to the Hollingsworth Building as part of the proposal and thus there
will be no impacts on the cultural significance of the building.

5.4 Noosa Plan

The Noosa Plan includes the site in the Noosa Heads locality and provides the site with a split zoning of
Community Services and Open Space Conservation. An extract of the zoning map for the locality is detailed
below. The assessment table for the Community Services zone indicates that Visitor accommodation Type
4 Conventional where a visitor hostel and located on Lot 2 on RP865533 Halse Lane is a consistent use in
the zone and is required to follow an impact assessment process.
