Dear Djorde
Re: Addendum to Noise Impact Assessment Report
(Noosa Council Decision Notice MCU19/0089)
Review of Potential Extended Trading Hours for Service Station at 52 & 54
Mary Street, Noosaville
Further to your request, MWA Environmental has reviewed relevant material in
relation to a proposed extension of the approved trading hours for the service station
located at 52 & 54 Mary Street, Noosaville.
The Noosa Council Decision Notice MCU19/0089 (18 December 2019) (“the
Decision Notice”) includes Condition 5 which regulates operating hours are the
service station, as follows:
5. The approved use must not operate outside the hours of 5am to 10pm.
The Decision Notice also includes Condition 7 which regulates service vehicle
movements, as follows:
7. Service vehicle movements associated with the approved use (including
loading and unloading) must not occur outside the hours of 7am to
6pm Monday to Saturday and not at all on Sundays or public holidays.
The hours approved by Conditions 5 and 7 of the Decision Notice are consistent with
the originally proposed hours of operation and servicing.
Wessel Petroleum Pty Ltd has identified a need to amend Condition 5 of the Decision
Notice to service demand for limited amounts of fuel, retail goods and bait between
4am and 5am, primarily for early morning fishing market. The overall activity rates
and noise emissions from the site during the 4am to 5am period are expected to be
substantially lower than for the 5am to 7am period.
There is no intent to amend Condition 7 of the Decision Notice in relation to service
vehicle movements.
The Decision Notice makes reference to the approved report Proposed Service
Station Redevelopment – Noise Impact Assessment (Alpha Acoustics, 5 June 2019)
(“the approved noise report”).

Re: Addendum to Noise Impact Assessment Report - (Noosa Council Decision Notice MCU19/0089)
Review of Potential Extended Trading Hours for Service Station at 52 & 54 Mary Street,
Noosaville L35721/BH/18-130
MWA Environmental has reviewed the approved noise report and identified the
following relevant matters:
1. The noise limit applied in the approved noise report for the night period (10pm
to 7am) was based upon ‘background plus excess’ amenity criteria.
2. The background noise levels used to derive noise limits for the ‘night’ period
were assessed over the full 10pm to 7am period, as the Rating Background
Level. The Rating Background Level parameter is the median of the quietest
1 hour periods during the 10pm to 7am on each monitoring day. Thus, the
Rating Background Levels reflect the quieter ‘middle of the night’ period
background noise levels.
3. The adopted background noise level for the night was quite low (30 dB(A)), as
expected between 12am and 4am but conservatively low for the period from
4am to 7am. The charts included as Figure 3.1 and Figure 3.2 of the approved
noise report indicate higher background noise levels from 4am.
4. The ‘middle of the night’ background noise levels were applied in the approved
noise report to derive noise criteria for the 5am to 7am period.
5. The ‘sleep disturbance’ noise limit applied in the approved noise report is
relevant to the full 10pm to 7am period.
6. The same noise limits would have been applied for the 4am to 5am
period if those hours were originally proposed and assessed in the
approved noise report.
7. The approved noise report indicated compliance with the night noise
limits and would thus have supported compliance for trading from 4am if
that were to have been originally proposed.
8. The noise control recommendations of the approved noise report,
including acoustic barriers, would not have changed if trading from 4am
were to have been originally proposed.
On this basis, it is evident that the assessment provided in the approved noise
report supports operation of the service station from 4am to 10pm.
It is considered reasonable for Wessel Petroleum Pty Ltd to seek amendment of
Condition 5 of the Decision Notice to allow extended trading hours, as follows:
“5. The approved use must not operate outside the hours of 4am to 10pm.”
No other conditions of the Decision Notice require amendment to support the
proposed change to Condition 5.
Yours sincerely
