1.0 INTRODUCTION
This report is in response to a request by Rubicon for an environmental noise assessment of proposed
alterations and additions to the exiting Tewantin Noosa RSL building at Tewantin.
In undertaking the above, attended and unattended noise measurements were conducted and through
modelling, predictions of onsite activity noise emissions were produced were produced. Based upon
the predicted noise levels, recommendations regarding acoustic treatment at the site have been
provided.
2.0 SITE & DEVELOPMENT DESCRIPTION
The proposal relates to Lot 10 on SP273411 and Lot 3 on T16319. The site is bounded by Pelican
Street to the east, Doonella Street to the south, Memorial Avenue to the west and Poinciana Avenue
and a commercial building to the north. For site location refer to Appendix A of this report.
At the proposed alterations and additions include the following (for development plans refer to
Appendix B of this report):
A new basement and at-grade car parking along the eastern end of the site.
Expansion of the exiting gaming room to extend from the northeast end of the existing building.
New smoker’s terrace along the eastern façade of the proposed gaming room expansion.
Enclosed new children’s lounge at the southern façade of the existing function / dining Room.
Enclosed new alfresco lounge at the southwest corner of the existing dining lounge.
Function / dining area extension from the existing function area at the southeast end of the
building which includes a small southern facing deck and two double entry doors to a southern
stairwell and service yard.
Onsite activity noise associated with the alterations and additions has been assessed to ensure an
acceptable noise amenity can be achieved at the surrounding noise sensitive receivers.
The nearest offsite noise sensitive receivers to the development include residential dwellings to the
south across Doonella Street, a residential dwelling to the east across Pelican Street and dwellings
further to the west across the river. For offsite noise sensitive receiver locations refer to Figure 2 in
Appendix A of this report.
The loading bay and bin storage areas (i.e. waste collection and deliveries activities) will remain at the
existing locations onsite and therefore are not required to be assessed.
It is noted that the proposed extended gaming area is separated from the existing function and dining
rooms; therefore, amplified entertainment from the existing function and dining rooms will not be of
concern within the proposed extended gaming area.
We also note that the Tewantin Noosa RSL has been at the location for many years, with residents
already aware of the existing operations (i.e. car parking, patronage and amplified entertainment).

3.0 AMBIENT NOISE SURVEY
3.1 Instrumentation
The following equipment was used to record ambient noise levels at the subject site locale:
Rion NC 73 Calibrator;
Rion 29E Octave Band Sound Level Meter; and
Rion NL 21 Environmental Noise Logger.
All instrumentation used in this assessment hold current calibration certificate from a certified NATA
calibration laboratory.
3.2 Unattended Background Measurement Methodology
A logger was located along the eastern site boundary. The microphone was in a free-field location
approximately 1.2m above ground. Refer to Figure 2 in Appendix A for the logger location.
Measurements were undertaken generally in accordance with Australian Standard AS1055 “Acoustics
– Measurement and description of environmental noise”.
The operation of the sound level measuring equipment was field calibrated before and after the
measurement session, with no significant drift from the reference signal recorded.
Based upon the Bureau of Meteorology Tewantin weather station data, weather conditions during the
survey were generally fine (with the exception of rain on Saturday and Sunday 4 – 5/06/2016), with a
temperature range of 8° – 28° C, and a relative humidity of 55 – 99 %.
3.3 Unattended Background Measurement Results
Table 1 below presents the results from the unattended measurement survey at the logger location.
From onsite observation, the acoustical environment of the area is comprised of urban hum, with
daytime and evening single events from vehicle movements along Pelican Street.

Due to the urban hum of the area, particularly during the night-time period and the potential for
mechanical plant to impact the measured levels we have adopted the minima background levels for
the “Background Creep” criterion rather than the calculated Rating Background Levels

3.4 Attended Background Measurement Methodology and Results
Attended background noise level surveys were conducted directly across Pelican Street from the
logger location. Refer to Figure 2 in Appendix A for the measurement location.
Measurements were conducted with a Rion 29E Octave Band Sound Level Meter set in “C” Weight
Fast Response, with the microphone approximately 1.5m above ground level.
Measurements were conducted generally in accordance with Australian Standard AS 1055:1997 –
“Acoustics-Description and measurement of environmental noise”.
The operation of the sound level equipment was field calibrated before and after the measurement
session, with no significant drift from the reference signal recorded.
Weather conditions during the test were fine and calm, with a temperature of approximately 22ºC.
Table 2 below presents the adjusted background noise levels recorded at the measurement location.
The background levels presented in Table 2 below have been adjusted to closer reflect the minima
background levels presented in Table 1 of Section 3.3.

4.0 NOISE CRITERIA
4.1 Onsite Activity Noise Criterion
4.1.1 Short Duration Noise Associated With Activities (E.G. Door Closures and Movements)
Part 3, Section 7 of the Environmental Protection (Noise) Policy 2008 provides the following framework
for environmental values to be enhanced or protected:
Schedule 1 of the Environmental Protection (Noise) Policy 2008 provides the following specific
“Acoustic Quality Objectives” to ensure that the above is achieved:
Table 3: Criterion from Schedule 1 of the Environmental Protection (Noise) Policy 2008.
We note that “It is intended that the acoustic quality objectives are to be progressively achieved as part
of achieving the purpose of this policy over the long term” (Environmental Protection (Noise) Policy
2008).
Page 5
Page 6
4.1.2 Continuous Noise Associated With Activities (E.G. Mechanical Plant)
Section 10 of the Environmental Protection (Noise) Policy 2008 provides the following guidance for
control of “background creep”1:
Based upon the measured background noise levels presented in Table 1 the “Background Creep”
criterion equates to the following levels.
Time Varying Noise Source Noise Limit, SPL dB(A) Leq
Day 7am to 6pm 46 (Measured L90 level 41 + 5 dB)
Evening 6pm to 10pm 46 (Measured L90 level 41 + 5 dB)
Night-time 10pm to 7am 39 (Measured L90 level 34 + 5 dB)
Continuous Noise Source Noise Limit, SPL dB(A) L90
Day 7am to 6pm 41 (Measured L90 level 41 + 0 dB)
Evening 6pm to 10pm 41 (Measured L90 level 41 + 0 dB)
Night-time 10pm to 7am 34 (Measured L90 level 34 + 0 dB)
Table 4: Noise limit criterion for “Background Creep”.
1
“Background creep” is the effect of assessing continuous noise such as air conditioners at levels above background conditions.
The new plant will raise background noise levels, therefore, if extra plant is added, a higher noise limit results from the effect of
the existing plant. As more plant is added, the noise limits increase, thereby increasing the allowable level of noise from plant.

4.2 Liquor and Gaming Criterion – Amplified Entertainment and Patrons at Terraces
The criteria for noise impacting residential and commercial premises is pursuant to Section 187 of the
Liquor Act 1992, and the subordinate Section 40 of the Liquor Regulation 2002. The Act sets up the
framework for dealing with noise nuisance, with a definition of “unreasonable noise” in the
Regulation, as follows:
After 10pm the guideline for assessment of noise impacts require measurements be conducted in “C”
weighting, rather than the “A” weighting. This is to focus on the lower octaves register of the noise
(e.g. ‘bass’ frequencies), which is often the problem associated with provision of amplified music.
Based upon the above criterion, the following noise limits apply at the nearest noise sensitive
receivers for the night-time period:
Short-term SPL dB(C) Hz Octave Band Centre

5.0 PREDICTED NOISE IMPACTS
5.1 Onsite Activity Noise Impact Predictions
All noise source levels used in the assessment have been collected from similar assessments. All
“Acoustic Quality Objective” noise levels have been corrected for impulsiveness or tonality as per
Australian Standard AS 1055:1997 – “Acoustics-Description and measurement of environmental
noise”.
The following noise source levels would typically occur as part of the proposed alterations and
additions to the RSL and have been assessed within this report.
Distance Event Duration Noise Level, SPL dB(A)

* Denotes + 5 dB correction for impulsiveness in accordance with AS1055. ** Denotes + 5 dB correction for tonality in accordance with AS1055.
Table 6: Typical noise source levels associated with the proposed RSL alterations and additions.
For the LAeq levels we have presented both the adjusted 15 minute duration and also the adjusted one
hour duration. For assessment of the “Background Creep” criterion we have adopted the LAeq 15 minute
duration levels.
With regards to the LA10 1hr and LA01 1hr levels, in many cases, particularly during the night-time period,
noise events such as car door closures may not register as LA10 or LA01 levels if the events do not occur
for 10% or 1% of the time period respectively. For example, a 1 second event would have to occur
360 times during a one hour period to register as an L A10, and 36 times during a one hour period to
register as an LA01 as these noise descriptors are statistically defined. If the events do not occur for the
minimum number of iterations (or time period) we have presented the results as “N/A” in Table 7.
Based upon the location of the proposed new onsite activities in relation to the nearest offsite noise
sensitive receivers (building façades and inside rooms with windows open), we predict the following
noise impact levels as presented in Table 7.
For the receivers across the river we have assumed the typical minus 6 dB per doubling of distance
noise reduction to the nearest edge of the river and no distance attenuation over the river given that
water is typical a hard reflective surface. Although there would be some noise reduction due to
distance over the river, we have adopted a conservative approach for the purposes of this assessment.
The predicted levels assume that the recommended treatments detailed in Section 6 are incorporated
into the development.

It is noted that due to the small size of the southern outdoor deck at the function / dining extension,
there is unlikely to be boisterous patron activity at this location.
For offsite noise sensitive receiver locations refer to Figure 2 in Appendix A. For point source
calculations refer to Appendix C of this report.

Page 10
Continuous activity noise source levels have been compiled from similar previous investigations. All
noise levels have been corrected for impulsiveness or tonality as per Australian Standard
AS 1055:1997 – “Acoustics-Description and measurement of environmental noise”.
It should be stressed that mechanical plant requirements for the proposed alterations and extensions
are not yet known, for this reason; we have applied noise levels from other similar sites as follows:
Commercial air-conditioning condenser units x 2 (each unit at 60 dB(A) at 3m) located at the
existing rooftop deck; and
Basement exhaust fan x 1 (at 66 dB(A) at 3m) located along the northern site boundary.
Based upon the assumed locations of the new onsite mechanical plant in relation to the nearest offsite
noise sensitive receivers (building façades and inside rooms with windows open), we predict the
following noise impact levels as presented in Table 8.
As noted previously, for the receivers across the river we have assumed the typical minus 6 dB per
doubling of distance noise reduction to the nearest edge of the river and no distance attenuation over
the river given that water is typical a hard reflective surface.
The predicted levels assume that the recommended treatments detailed in Section 6 are incorporated
into the development.

5.2 Patrons at Smoker’s Terrace Noise Impact Predictions
Noise emissions from patrons at the smoker’s terrace has been assessed in accordance with the Liquor
and Gaming noise criterion set out in Section 4.2 of this report.
Based upon the location of the proposed smoker’s terrace in relation to the nearest offsite noise
sensitive receivers we predict the following noise impact levels as presented in Table 9 (subdued
patrons) and Table 10 (boisterous patrons).

5.3 New Function / Dining Area Amplified Entertainment Noise Predictions
Amplified entertainment from the new function / dining extension has been assessed at the nearest
offsite receivers. Based upon the location of the nearest receivers we have predicted the allowable
noise source levels with windows and doors closed (Table 11) and windows and doors open
(Table 12) which will achieve compliance with the Liquor and Gaming noise criterion set out in
Section 4.2 of this report.
We note that the following parameters have been applied in our noise modelling for the floor levels
where amplified entertainment is proposed:
New external walls to be constructed to achieve an Rw rating of 50.
Roof / ceiling constructed to achieve an Rw rating of 50.
External doors and windows of the function / dining extension, children’s lounge and the dining
lounge doors (to the new alfresco balcony) are kept closed during high level amplified
entertainment; therefore, sound lock systems should be incorporated where access to outdoor
areas is required.
A minimum Rw 34 (i.e. 10.76mm laminate in acoustic grade frames and acoustic seals).
The function / dining extension will be air-conditioned or have sealed mechanical ventilation.
It is noted that should a lower level of amplified sound be required a lower level of acoustical building
shell treatment could be achieved, alternatively, if higher sound levels are required, a higher level of
building treatment would be needed. Such design elements could be determined at detailed building
design prior to the Building Approval stage.

Table 12: Predicted amplified entertainment noise emissions from the proposed development with
windows and doors open.
A level of 91 dB(C) measured at 3m from the speaker is predicted to comply with the adopted noise
criterion when all external doors and windows are kept closed. When doors and windows are open a
level of 71 dB(C) measured at 3m from the speaker is predicted to comply with the criterion. These
are relatively low sound source levels, particularly the level of 71 dB(C), which is very low level
background music levels.

6.0 RECOMMENDED ACOUSTIC TREATMENTS
6.1 Onsite Activity Acoustic Treatment Recommendations
We recommend that the following acoustic treatments be incorporated into the development to
mitigate onsite activity noise:
Use of the southern outdoor deck at the function / dining extension should be limited to the
daytime and evening periods between 7am and 10pm.
Sound lock doors be installed at the proposed smoker’s terrace as detailed in the attached
development plans (Rubicon: Proposed Ground Floor Plans: Stage 4 plan and Stage 5 & 6 plan).
Staff should be diligent in maintaining acceptable activities and noise levels from the patrons at
the proposed smoker’s terrace, particularly after 10pm; and at the southern outdoor deck at the
function / dining extension.
Driveways, ramps and carpark areas be finished with surface coatings which prevent tyre squeal
(an uncoated surface is acceptable).
Drainage grating over trafficable areas be well secured to prevent rattling.
Mechanical plant be designed and installed to comply with the noise criterion presented in
Section 4.1.2. As final plant selection has not been completed, an assessment of plant should be
conducted during the design phase, and a Certificate provided to the Building Certifier
confirming that installed plant achieves the noise limit criteria.
Based upon the assumed source levels, the exhaust discharge ducting is likely require a 90o
bend at the outlet end of the exhaust fan/s. The ducting is to have acoustic insulation before
and after the bend. The car park exhaust discharge riser is to be lined with 50mm thick
insulation (hydrophobic fibreglass batts min. 32kg/m2) faced with perforated metal (min.
12% open face area).
Page 16
Page 17
6.2 Amplified Entertainment Acoustic Treatment Recommendations
We recommend that the following acoustic treatments be incorporated into the development to
mitigate onsite amplified entertainment at the new function / dining area of the RSL building:
Amplified music and live entertainment should not be played at outdoor areas unless an
additional amplified music assessment is undertaken.
Areas where amplified entertainment is proposed should have sound limiters installed to ensure
that noise levels inside the performance space do not exceed a level of 91 dB(C) measured at 3m
from the speaker when all external doors and windows are kept closed; and 71 dB(C) measured
at 3m from the speaker when doors and windows are open. The determined allowable noise
levels are predictions only. It is critical that upon detailed design, further review of building
shell treatments be conducted to further refine the treatments assumed in this assessment.
Certification measurements should be undertaken to ensure compliance with the criterion can be
achieved, once the building extensions are completed.
All amplification of sound is operated through the in-house sound system to ensure that the
sound limiting device controls overall sound output.
A minimum Rw 34 (i.e. 10.76mm laminate in acoustic grade frames and acoustic seals) should be
used for all new external windows and glass doors of the function / dining extension, children’s
lounge and the new alfresco lounge.
New external walls of areas where amplified entertainment is proposed should be constructed to
achieve a minimum Rw rating of 50.
Roof / ceiling of areas where amplified entertainment is proposed should be constructed to
achieve a minimum Rw rating of 50.
Areas where amplified entertainment is proposed should be air-conditioned or have sealed
mechanical ventilation to provide fresh air ventilation when external doors / windows are closed.

7.0 DISCUSSION
The proposed alterations and additions to the Tewantin Noosa RSL (at Lot 10 on SP273411 and Lot 3
on T16319) include the following:
A new basement and at-grade car parking along the eastern end of the site.
Expansion of the exiting gaming room to extend from the northeast end of the existing building.
New smoker’s terrace along the eastern façade of the proposed gaming room expansion.
Enclosed new children’s lounge at the southern façade of the existing function / dining Room.
Enclosed new alfresco lounge at the southwest corner of the existing dining lounge.
Function / dining area extension from the existing function area at the southeast end of the
building which includes a small southern facing deck and two double entry doors to a southern
stairwell and service yard.
We note that the Tewantin Noosa RSL has been at the location for many years, with residents already
aware of the existing operations (i.e. car parking, patronage and amplified entertainment). The area
proposed to be redeveloped with carpark and smoker’s terrace is currently an active carpark with
waste storage and waste collection currently undertaken in the area. For this reason, the proposal does
not introduce new noise sources into the area.
As loading bay and bin storage areas (i.e. waste collection and deliveries activities) will remain at the
existing locations onsite they are not required to be assessed.
Onsite activity noise associated with the alterations and additions has been assessed to ensure an
acceptable noise amenity can be achieved at the surrounding noise sensitive receivers, which include
residential dwellings to the south across Doonella Street, a residential dwelling to the east across
Pelican Street and dwellings further to the west across the river.
To minimise noise emissions to the offsite noise sensitive receivers, we have recommended that staff
to be diligent in maintaining acceptable activities and noise levels from the patrons at the proposed
smoker’s terrace particularly after 10pm; and at the southern outdoor deck at the function / dining
extension. It is noted that due to the small size of the southern outdoor deck there is unlikely to be
boisterous patron activity. Management of patron behaviour is key in ensuring compliance with the
noise limits for patron voice, as boisterous behaviour (e.g. yelling) will result in exceedances at
nearest dwellings.
We have also provided an indication of potential noise impact levels of likely onsite mechanical plant;
although the levels are merely a guide as no plant selections have yet been completed. For this
reason, further more detailed assessment/s should be conducted upon determination of plant. Such
assessments should be undertaken prior to Building Approval; and be conditioned within the
Development Approval.
With regards to amplified entertainment, a level of 91 dB(A) measured at 3m from the speaker is
predicted to comply with the adopted noise criterion at the new function / dining extension when all
external doors and windows are kept closed. When windows and door are open, a level of 71 dB(A)
measured at 3m from the speaker is predicted to comply with the adopted noise criterion. The
predicted amplified entertainment levels are considered low when windows and doors are open to
moderate when windows and doors closed; and would not allow for a full sized rock band (i.e. band
with full drum kit) when all external windows and doors are kept closed.
Page 18
Page 19
It is also noted that the determined allowable noise source levels are predictions only as construction
materials have yet to be finalised. Should a lower or higher level of amplified sound be required the
recommended acoustical building shell treatment should be revised. Such design elements could be
determined at detailed building design prior to the Building Approval stage. Certification
measurements of amplified music should also be undertaken to ensure compliance with the noise
criterion can be achieved, once the building extensions are completed.
8.0 CONCLUSIONS
This report is in response to a request by Rubicon for an environmental noise assessment of proposed
alterations and additions to the exiting Tewantin Noosa RSL building at Tewantin.
Based upon the assessed attached Development Plans, the proposal can be shown to be within
acceptable levels of the adopted noise criterion subject to the recommended treatments detailed in
Section 6 being incorporated into the development.
