MCU16/0079 Appendix F - Environmental Noise Imact Assessment
7.0 DISCUSSION
The proposed alterations and additions to the Tewantin Noosa RSL (at Lot 10 on SP273411 and Lot 3
on T16319) include the following:
A new basement and at-grade car parking along the eastern end of the site.
Expansion of the exiting gaming room to extend from the northeast end of the existing building.
New smoker’s terrace along the eastern façade of the proposed gaming room expansion.
Enclosed new children’s lounge at the southern façade of the existing function / dining Room.
Enclosed new alfresco lounge at the southwest corner of the existing dining lounge.
Function / dining area extension from the existing function area at the southeast end of the
building which includes a small southern facing deck and two double entry doors to a southern
stairwell and service yard.
We note that the Tewantin Noosa RSL has been at the location for many years, with residents already
aware of the existing operations (i.e. car parking, patronage and amplified entertainment). The area
proposed to be redeveloped with carpark and smoker’s terrace is currently an active carpark with
waste storage and waste collection currently undertaken in the area. For this reason, the proposal does
not introduce new noise sources into the area.
As loading bay and bin storage areas (i.e. waste collection and deliveries activities) will remain at the
existing locations onsite they are not required to be assessed.
Onsite activity noise associated with the alterations and additions has been assessed to ensure an
acceptable noise amenity can be achieved at the surrounding noise sensitive receivers, which include
residential dwellings to the south across Doonella Street, a residential dwelling to the east across
Pelican Street and dwellings further to the west across the river.
To minimise noise emissions to the offsite noise sensitive receivers, we have recommended that staff
to be diligent in maintaining acceptable activities and noise levels from the patrons at the proposed
smoker’s terrace particularly after 10pm; and at the southern outdoor deck at the function / dining
extension. It is noted that due to the small size of the southern outdoor deck there is unlikely to be
boisterous patron activity. Management of patron behaviour is key in ensuring compliance with the
noise limits for patron voice, as boisterous behaviour (e.g. yelling) will result in exceedances at
nearest dwellings.
We have also provided an indication of potential noise impact levels of likely onsite mechanical plant;
although the levels are merely a guide as no plant selections have yet been completed. For this
reason, further more detailed assessment/s should be conducted upon determination of plant. Such
assessments should be undertaken prior to Building Approval; and be conditioned within the
Development Approval.
With regards to amplified entertainment, a level of 91 dB(A) measured at 3m from the speaker is
predicted to comply with the adopted noise criterion at the new function / dining extension when all
external doors and windows are kept closed. When windows and door are open, a level of 71 dB(A)
measured at 3m from the speaker is predicted to comply with the adopted noise criterion. The
predicted amplified entertainment levels are considered low when windows and doors are open to
moderate when windows and doors closed; and would not allow for a full sized rock band (i.e. band
with full drum kit) when all external windows and doors are kept closed.
