PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 6 NOVEMBER 2018
Planning Regulation 2017
The following assessment benchmarks from the Planning Regulation 2017 apply to the
application:
SEQ Development Area
The proposal is for an urban activity within the Urban Footprint and is consistent with the
assessment benchmarks contained in the Planning Regulation 2017 for the SEQ Region.
3.3. Statutory Instruments – Planning Scheme
The application must be assessed against the whole of the Noosa Plan to the extent the
provisions are relevant to the development.
Locality Provisions
The subject site is located in the Noosaville Locality and is zoned Business Centre Zone. The site
is also in the Mary Street and Thomas Street Precinct. The proposed use is required to follow an
impact assessable application process.
The Noosa Plan specifically identifies that the use of the subject site for the purpose of Visitor
Accommodation - Type 4 Conventional is a consistent use. In drafting the Noosa Plan it was
recognised that there were a limited number of backpackers in Noosa so a number of sites were
identified in the drafting of the Noosa Plan to accommodate future development for backpackers.
It is the only site within the Noosaville locality that is specifically identified for Visitor
Accommodation Type 4. The use supports Noosa’s tourism industry and provides a choice of
visitor accommodation, specifically low cost accommodation.
The proposal is generally consistent with the Overall Outcomes, Specific Outcomes and
Probable Solutions of the locality in regard to the intended built form, apart from the height of the
development. This includes
Overall Outcome 11.7.2

domestic scale;
Specific Outcome O85
The predominantly residential character, scale and appearance of buildings in the Mary
Street/Thomas Street Precinct is maintained and uses and buildings are designed and
sited to —
a) present a domestic scale and form of architecture, rather than commercial, when

b) accommodate small-scale Business Uses that conform with the amenity of adjoining

c) protect the visual and acoustic amenity of adjoining and nearby residential premises;
and
d) provide for car parking at the rear of the site.
Probable Solutions 85.1-85.4:
S85.1 For existing buildings, development retains the general form and character of the
building; AND
S85.2 The GFA of any single building on the site does not exceed 300m2; AND
S85.3 The maximum site cover is 50%; AND
S85.4 Development retains large trees, including canopy trees, which add to the
established character of the area.
