1.0 INTRODUCTION
This report is submitted in response to a request by JFP Urban Consultants, on behalf of the Altum
Constructions, for an environmental noise impact assessment of a proposed multiple dwelling development
to be located at 101-105 Eumundi Noosa Road, Noosaville. This report seeks to supply the Information
Requested in Section 14 of the Information Request issued by the Noosa Shire Council in relation to the
th
development on the 12 January 2021.
On-site noise logging and attended noise measurement were conducted, and through modelling, predictions
of noise impacts from the development on the neighbouring residences have been produced. Based upon
these predicted levels, recommendations regarding acoustic treatments and management practices have
been specified.
1.1 The Proposal
The proposal is for a multiple dwelling development to be located on a vacant site at 101 and 105 Eumundi
Noosa Rd, Noosaville. The development will consist of 34 apartments; 28 two bedroom apartments and 6
three bedroom apartments.
The development will be located in a predominantly residential area. However a small commercial centre is
located to the north of the site as well as a storage yard to a scaffolding business to the east. Nosie impacts
from the businesses have the potential to impact on the proposed development and will be considered in this
report.
As part of the development a pool area will be located in the south eastern corner of the site. This area will
be used by future residents of the development and guests. As the area is located adjacent to the
neighbouring residential area noise impacts have the potential to affect the neighbouring dwellings to the
site. Given this noise impacts from this area will be considered in this report.
For further details of the development layout and surrounds refer to appendix for site plans and aerial
photograph.
2.0 EQUIPMENT
2.1 Noise Assessment
The following equipment was used to record noise impacting onto the site:

3.0 MEASUREMENT PROCEDURE
3.1 Logger Noise Measurement
A noise logger was located on site adjacent scaffolding business at the rear of the site and commercial
business north of the site. The location of the logger is indicated on the aerial photograph included below.
Logger Measurement
Location
Figure 1: Measurement Location
The logger was set to record noise statistics in 15 minute blocks continually over an 168 hour period from
Thursday the 7/01/21 to Thursday 14/01/21. Ambient noise level measurements were conducted generally
in accordance with Australian Standard AS1055 2018 “Acoustics – Description & Measurement of
Environmental Noise”.
The operation of the sound level measuring equipment was field calibrated before and after the
measurement session and was found to be within 0.1 dB of the reference signal. All instrumentation used in
this assessment hold current calibration certificate from a certified NATA calibration laboratory.
Weather conditions during the survey period included rain periods over the weekend of Saturday the 9th and
th
Sunday the 10 of January; these periods have been excluded from the measurement data. During the
logging period temperatures ranged from 19 ˚ C to 29˚ C.

4.0 NOISE CRITERIA
4.1 Noise impacts from Surrounding Noise Sources on the Proposed Development
SC6.2.4 Appendix 1 - Requirements for technical assessments and reports of the Noose Shire Plan 2020 set
out the requirements for various technical reports including acoustic assessment reports. This section of the
Noose Shire Plan 2020 states an acoustic assessment report may be required if:
An acoustic assessment report may be required where a proposed development is likely to cause noise
impacts or where a proposed development site is located in close proximity to a land use or infrastructure
which may cause noise impacts on the proposed development (often referred to as reverse amenity
impacts).
In relation to the proposed development it is located in proximity to a number of commercial businesses to
the north and a storage yard for a scaffolding business to the east. Noise impacts from these businesses on
the proposed development will be considered in line with requirements for technical reports from the Noose
Shire Plan 2020. In addition to this noise impacts from the pool area on the neighbouring residential area
and internal vehicle movements on some bedrooms will also be considered.
SC6.2.4 Appendix 1 - Requirements for technical assessments and reports of the Noose Shire Plan 2020
states that acoustic assessment report should have regard to the following standards when assessing noise
imapcts:
1. Australian Standards AS 1055.2 Acoustics – Description and measurement of environmental noise –
Application to specific situations and AS 2107 Acoustics – Recommended design sound levels and
reverberation times for building interiors;
2. Environmental Protection Act 1994 and Environmental Protection (Noise) Policy 2008 (EPP Noise);
3. Noise Measurement Manual Department of Environment and Heritage Protection 2013
4. Road Traffic Noise Management Code of Practice, Department of Transport and Main Roads, 2008.
In order to assess the noise impacts from the surrounding businesses on the proposed development
reference will be made to Australian Standard AS 2107 Acoustics – Recommended design sound levels and
reverberation times for building interiors and the Environmental Protection (Noise) Policy 2008 (EPP Noise).
Australian/New Zealand Standard AS/NZ 2107- Recommended Design Sound Levels and Reverberation
Times for Building Interiors contains internal design sound levels for buildings of various types. Section 7 of
Table 1 of this standard contains the design sound level for residential buildings. This section of the standard
has been reproduced over the page.

Schedule 1 of the Environmental Protection (Noise) Policy 2008 (EPP Noise) also contains Acoustic Quality
Objectives relating to the indoor noise levels within dwellings. This section of the policy has been reproduced
below:

-------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------
Comparing the two standards it can been seen that the Acoustic quality Objectives for the Environmental
Protection (Noise) Policy 2008 (EPP Noise) relating to internal noise levels within dwellings are the same or
less that those from Australian Standard AS 2107 Acoustics – Recommended design sound levels and
reverberation times for building interiors. Given this the Acoustic quality Objectives for the Environmental
Protection (Noise) Policy 2008 (EPP Noise) will be used to assess noise impacts from the surrounding
commercial properties on the development in this report. In order to satisfy the requirements of the
Environmental Protection (Noise) Policy 2008 (EPP Noise) a series of acoustic treatments will be applied to
the dwellings in order to achieve the internal Acoustic quality Objectives.
4.2 Noise from On Site Activities
A pool area will form part of the development. This area will be located on the south-east corner of the site.
Noise from the pool area could impact neighbouring residential properties. In order to assess the noise
impacts on these neighbouring properties in accordance with recommendations of SC6.2.4 Appendix 1 -
Requirements for technical assessments and reports of the Noose Shire Plan 2020 reference will again be
made to the Environmental Protection (Noise) Policy 2008 and more specifically the Background Creep
Criteria.
The Environmental Protection (Noise) Policy 2008 Background Creep Criteria relate noise impacts generated
by a noise source to existing background (LA90T ) noise levels at the receiver. The Environmental Protection
st
(Noise) Policy was reviewed in 2008 with the new policy commencing on the 1 January 2009. The
recommended criteria from Part 4 of this policy in relation to Background Creep are:
(2) To the extent that it is reasonable to do so, noise from an activity must not be –
(a) For noise that is continuous noise measured by LA90T – more than nil dB(A) greater than
the existing acoustic environment measured by LA90T ; or
(b) For noise that varies over time measured by LAeqT – more than 5 dB(A) greater than the
existing acoustic environment measured by LA90T ;
In this report Decibell Consulting will firstly measure the existing background (LA90T ) noise levels at the
receiver and then apply the above Background Creep criteria from Environment Protection (Noise) Policy
2008 to the predicted noise impacts from the proposed development.

4.3 Transport Noise Corridors
The State Planning Interactive Mapping system can be used to identify properties that lie within Transport
Noise Corridors with respect to road and trail traffic noise. A portion of the mapping associated with this Tool
showing the site and traffic and rail noise levels has been reproduced below.
Figure 2: Transport Noise Corridor Mapping- Traffic Noise
It can be seen that the site is located outside any Transport Noise Corridor. Due to this fact no assessment of
traffic or rail noise impacts on the site will be undertaken in this report.

6.0 RECOMMENDED ACOUSTIC TREATMENTS
6.1 Noise impacts from Surrounding Noise Sources on the Proposed Development
Existing noise levels were measured at the site. During the measurements the commercial businesses were
in operation and the scoffing businesses accessed their site to retrieve materials. These noise measured
noise levels were then used to determine a series of acoustic treatments in order to achieve the internal
Acoustic Quality Objectives from the Environmental Protection (Noise) Policy 2008.
In order to achieve the required internal Acoustic Quality Objectives from the Environmental Protection
(Noise) Policy 2008 if proposed that a series of acoustic treatment be applied to the proposed development.
Details of the required acoustic rating of these elements are included in that table below and over the page.
Further details of the calculations used to determine these ratings are contained in the appendix of this
report.

6.2 Noise impacts from Pool Area
In section 5.4 of this noise impacts from the Pool Area were modelled and assessed against the Background
Creep Criteria from the Environmental Protection (Noise) Policy 2008. This assessment determined that
some noise impacts from this area would exceed this criteria.
In order to mitigate the noise impacts from the pool area on these neighbouring properties it is recommended
that a 1.8 m high acoustic fence be constructed along boundary of the site adjacent to this area. The location
of this fence is show over the page. The proposed acoustic barrier would be solid, gap free and achieve a
surface density of at least 11 kg/m2. The barrier could be constructed of double lapped timber, fibre cement
or masonry. The barrier would be constructed adjacent to retaining wall and would have a gap to allow
drainage. The arrangement of the barrier and retaining wall are also shown on the diagram over the page.
Modelling of the mitigation provided by the proposed acoustic fence has been conducted in the appendix to
this report. Details of this modelling are included in the appendix to this report. The results of the modelling
are presented in the table below and show all noise impacts from the pool area will now comply with the
Background Creep Assessment Criteria from the Environmental Protection (Noise) Policy 2008.

7.0 DISCUSSION & CONCLUSIONS
The proposed development is located adjacent to a commercial building to the north and a storage yard for a
scaffold business to the east. Noise impacts from these businesses on the proposed development have been
considered in this report. In line with SC6.2.4 Appendix 1 - Requirements for technical assessments and
reports of the Noose Shire Plan 2020 reference was made to both the requirements of the Acoustic quality
Objectives for the Environmental Protection (Noise) Policy 2008 (EPP Noise) and Australian Standard AS
2107 Acoustics – Recommended design sound levels and reverberation times for building interiors. In order
to satisfy both these standards a series of acoustic treatments have been recommended to be applied to the
dwellings in order to achieve the internal noise levels from both of these standards. Details of these acoustic
treatments have been details in Section 6.1 of this report.
Noise impacts from the proposed pool area in the south east corner of the site on neighbouring properties
was also consider in Section 5.4 of this report. This assessment determined that noise impacts from the Pool
Area would exceed the Background Creep Criteria from the Environmental Protection (Noise) Policy 2008. In
order to mitigate the noise impacts from the pool area on these neighbouring properties it has been
recommended that a 1.8 m high acoustic fence be constructed along boundary of the site adjacent to this
area. The location of this fence is show Section 6.2 of this report. The proposed acoustic barrier would be
solid, gap free and achieve a surface density of at least 11 kg/m2. The barrier could be constructed of
double lapped timber, fibre cement or masonry.
The development is also not located within a Transport Noise Corridor and as such the impacts of transport
noise on the development have not been considered.
Subject to our calculations, the recommended acoustic building treatments, the proposed acoustic fence
adjacent to the pool area and conditions relating to hours of operation of the pool area, we believe that the
development will meet all requirements of Dual Occupancy and Multiple Dwelling Code of the Noose Shire
Plan 2020 and should be approved.
