COUNCILLOR COMMENT
Since its re-establishment as a separate local government in 2014, Noosa Shire Council has
operated as an undivided local government area, with the mayor and six councillors elected by and
accountable to the entire electorate. This model reflected the circumstances of de-amalgamation,
the relatively compact nature of the Shire, and a strong community preference for whole-of-shire
representation.
At the time of de-amalgamation, the undivided model was consistent with principles of prudent and
effective governance. It reinforced a unified community identity, avoided fragmentation of
representation, and ensured that elected members considered issues from a whole-of-shire
perspective rather than through a divisional or ward-based lens.
https://www.noosa.qld.gov.au/files/assets/public/v/1/about-council/documents/council-meetings-
agendas-and-minutes/2014/2014_01_13_Deamalgamation_Report_Attachment_6.pdf
However, governance arrangements should not remain static. More than a decade after de-
amalgamation, Noosa Shire has experienced demographic change, population growth, increasing
regulatory complexity, heightened community expectations, and a significantly expanded role for
local government. Modern councillors are expected not only to undertake strategic governance
functions but also to manage increasingly diverse community interests, infrastructure demands,
environmental pressures, and stakeholder engagement responsibilities.
Accordingly, while the current undivided structure remains defensible and continues to provide
effective representation, it would be prudent for Council and the community to periodically review
whether the existing electoral arrangements continue to best support equitable representation,
accountability, accessibility of councillors, and contemporary governance outcomes.

It is recommended that Noosa Shire Council retain its current undivided electoral structure at this
time, recognising its historical success and alignment with the objectives of de-amalgamation.
However, an independent electoral arrangements review should be considered within an appropriate
future planning horizon to assess whether demographic change, population growth, community
expectations, and the evolving role of local government warrant consideration of alternative
representational models, including divisional representation.
Such a review should be evidence-based, community-led, and focused on ensuring that Noosa's
governance framework continues to deliver effective, accountable, and representative local
government for future generations
To all Councillors and Directors
I hereby notify that Cr Karen Finzel intends to move the motion as shown above at the Ordinary
Meeting dated 18 June 2026.

EXECUTIVE SUMMARY
At the General Committee Meeting dated 9 June 2026 a report was presented providing an overview
of the applications received for the Environment Project Grants (Round 21) and the Climate Change
Response Grants (Round 6) to seek Council approval for the allocation of funding to recommended
projects.
Council requested that the matters be separated into two reports and brought back to the Ordinary
Meeting, with each grant detailed individually. This approach enables Councillors to declare a conflict
of interest, if required, in relation to one report only, and, where appropriate, remain in the meeting
for consideration of the other.
This further report recommends the allocation of the Environment Project Grants only, to the
successful applicants as detailed in the attached schedule.

The grant required the applicant to engage with a relevant Council officer prior to submitting the
application.
This round introduced more robust governance enhancements to improve defensibility, objectivity
and transparency of the evaluation process. To ensure the integrity of the program, the assessment
methodology was executed in four phases:
• Phase 1: Probity and Conflict of Interest (COI) Screening
o Upon receipt of applications, all assessing officers from the Strategy & Environment
directorate completed mandatory COI declarations. To eliminate any real or perceived
bias, officers with a declared COI, or those who had engaged with applicants prior to
submission, were strictly excluded from the assessment process.
• Phase 2: Technical Expert Review
o Before panel evaluation, subject matter experts conducted an initial technical appraisal
of each application. This ensured all proposed projects were rigorously vetted for
technical validity, execution capacity, quality, relevance, and risk management.
• Phase 3: Cross-Disciplinary Panel Evaluation
Page 66 of 161
Page 67
ORDINARY MEETING 18 JUNE 2026
o To maximise objectivity, independent three-member panels were established for each
grant category, deliberately structured to include cross-branch representation. The
Environment Project Grants panel comprised two Environment Services officers and
one Strategy & Sustainability officer, while the Climate Change Response Grants panel
reversed this ratio. Including an evaluator from outside the core subject area prevented
siloing and provided independent, critical scrutiny.
• Phase 4: Independent Scoring and Executive Moderation
o Panel members scored applications individually and independently against the
established criteria. These scores were subsequently collated and subjected to a formal
moderation review by leadership staff within the Strategy & Environment directorate to
ensure scoring consistency, fairness, and alignment with strategic objectives.
Recommended Projects for Funding
A summary of the grant assessment recommendations is provided below:
Environment Project Grants
• Fully fund two applications received totalling $24,129.16.
• Partially fund one application receive totalling $10,870.84
For further information regarding the applications and individual funding recommended refer
to Attachment 1.
Four projects have been recommended for funding based on thorough assessment against the
evaluation criteria, community benefit and Council priorities. Staff have also identified a number of
minor conditions that would be required for each successful applicant to implement during project
delivery.
Council staff will reach out individually to the five unsuccessful applicants in this program and work
with them on their projects to improve identified gaps in their applications and see how they can be
supported through other existing programs and opportunities to meet the need that has been
articulated.
Overall, most applications scored highly against the relevant grant criteria and Noosa Council was
grateful for the time invested by applicants to apply for the Environment Project

This further report recommends the allocation of the Climate Change Response Grants (Round 6)
only, to the successful applicants as detailed in the attached schedule. Minor amendments have
been made to the body of this report, including fixing a typographical error in the attachment.
RECOMMENDATION
That Council:
A. Note the report by the Environmental Services Manager to the General Committee Meeting dated
9 June 2026 and the Further Report by the Sustainability and Climate Change Coordinator to the
Ordinary Meeting dated 18 June 2026 regarding applications received for the Climate Change
Response Grants (Round 6); and
B. Approve the allocation of funding, totalling $48,869.06, to the following organisations for the
Climate Change Response Grants for FY2026/27:
i. $14,820.00 to The Trustee for the Noosa Biosphere Reserve Trust for the Future Tide -
2027 Noosa Youth Climate Summit;
ii. $12,899.06 to Zero Emissions Noosa Inc. for the Swap the Drive: Supporting Modal Shift
From Cars To Bikes program;
iii. $11,150.00 to the Noosa Integrated Catchment Association Inc. for the Get Climate-
ready with Noosa Native Plants project; and
iv. $10,000 to Zero Emissions Noosa Inc. for the Solar on Low Income Homes project.

Climate Change Response Plan, the Coastal Hazards Adaptation Plan and the Regional Climate
Action Roadmap. Subject to budget outcomes, the current total FY26/27 budget for the Climate
Change Response Grants is $50,000.00. The Climate Change Response Grants are funded by
general rates and this is the sixth round of annual grant funding to date.
Nine applications were received for the current round for a funding request totalling $145,753.06,
and a total combined project value of $269,054.06. These figures illustrate the strong desire for
support from community as well as a willingness to co-invest in measures that reduce emissions
(which cause climate change) and adapt to growing climate change impacts by building resilience.
It is noted that the calibre of grants received in this round was strong and represented actions across
emissions reduction and adaptation. The projects all reflected well against the themes of the Climate
Change Response Plan.
In accordance with the Climate Change Grant Guidelines, each application was assessed against
the following criteria:
Applications were open from 9 February 2026 until 23 March 2026.
Promotion for the grant included:
• Social media advertising
• Specific email to all non-for-profit community groups previously applied for the grants or may be
interested in applying for the grants
• Direct conversations with NRM Groups, sustainability groups and community groups to ensure
awareness
• Details published on Noosa Council’s website
The grant required the applicant to engage with a relevant Council officer prior to submitting the
application.
This round introduced more robust governance enhancements to improve defensibility, objectivity
and transparency of the evaluation process. To ensure the integrity of the program, the assessment
methodology was executed in four phases:
• Phase 1: Probity and Conflict of Interest (COI) Screening
Page 73 of 161

o Upon receipt of applications, all assessing officers from the Strategy & Environment
directorate completed mandatory COI declarations.
• Phase 3: Cross-Disciplinary Panel Evaluation

siloing and provided independent, critical scrutiny.
Four projects have been recommended for funding based on a thorough assessment against the
evaluation criteria, community benefit and Council priorities. The funding request across the four
projects totals to $48,869.06. Staff have also identified a number of minor conditions that would be
required for each successful applicant to implement during project delivery, which would be included
in the notice of successful grant outcome. For further information regarding the applications and
individual funding recommended refer to details provided in Attachment 1.
Council staff will reach out individually to the five unsuccessful applicants in this program and work
with them on their projects to improve identified gaps in their applications and see how they can be
supported through other existing programs and opportunities to meet the need that has been
articulated.
Overall, most applications scored highly against the relevant grant criteria and Noosa Council was
grateful for the time invested by all applicants to apply for the Climate Change Response Grant.

EXECUTIVE SUMMARY
At the General Committee Meeting dated 9 June 2026, a report was presented to Council
recommending the adoption of Fees and Charges for 2026-2027.
However, since the compilation of the document (i.e. Attachment 1 to the report provided to the
General Committee Meeting dated 9 June 2026), a number of amendments have subsequently been
identified with these mainly relating to the declaration of new fees by the State Government for Right
For Information applications, the removal of some environmental health fee descriptors (as these
are covered within existing forms) and the correction of a number of fee changes within waste and
cemeteries through a transmission issue between Council and its software provider.
This report updates the document with the amended 2026-2027 Fees and Charges (refer to
Attachment 1).
As noted in the previous report, the adoption of the fees and charges schedule prior to finalisation of
the budget provides transparency and advance notice to the community and service users,
supporting informed decision-making and financial planning. The proposed approach supports
Council’s financial sustainability objectives by reinforcing a user-pays framework, ensuring equitable
cost allocation, and minimising reliance on general rate revenue.
RECOMMENDATION
That Council:
A. Note the report by the Financial Services Manager to the General Meeting dated 9 June 2026

2026-27 financial year cost-recovery fees and commercial charges provided as Attachment 1 to
the report.
REPORT
Section 97 of the Local Government Act 2009 requires that cost-recovery fees are to be set at a level
equal to or less than cost of providing a particular service. The general principle in setting general
cost-recovery fees and commercial charges is that the costs of services should be borne by those
who benefit from them.
As part of the 2026-2027 budget development, fees and charges were reviewed to ensure that where
possible prices were set for anticipated volumes at cost reflective levels in line with legislation.
Increases identified at levels above standard thresholds were subsequently presented to Councillors
through budget workshops for discussion and agreement.

ORDINARY MEETING 18 JUNE 2026
Charges which are commercial in nature are set in accordance with Section 262(3)(c) of the Local
Government Act 2009. Commercial charges are applicable to both of Council’s nominated business
activities, Waste Management and the Holiday Parks. Full cost price modelling was undertaken for
both of these activities to ensure that charges reflected full cost and a user pays philosophy, and no
general rate subsidy is required.

Theme No. 5. - Excellence
This theme focuses on customer experience, financial sustainability, innovation and technology,
levels of service, governance, our employees and volunteers, funding streams and asset
management practices.
Objective 5.2
Continue to deliver a financially sustainable Council that has the resources now and into the future
to achieve its strategic objectives. This will be supported through the introduction of enhanced
sustainability reporting and performance indicators, as well as ESG (environment social and
governance) accounting practices as guided by statutory requirements.
Previous Council Consideration
Council considers fees and charges levels annually as part of the budget process. Fees and charges
can also be amended, removed or introduced during a financial year via Council resolution.
Finance
General cost-recovery fees and commercial charges are expected to generate approximately $31
million in the 2026-27 financial year, representing approximately 19% of Council’s combined annual
operating revenue.
Risk & Opportunities
Failure to appropriately adopt general cost-recovery fees and commercial charges may result in
Council being left without the head or power to charge for goods and services, compromising
ongoing financial sustainability and Council’s reputation.
Human Rights
In developing this Report, the subject matter has been considered in accordance with the
requirements of the Queensland Human Rights Act 2019. It is considered that the subject matter
does not conflict with any human rights and supports a human rights approach to decision making
by Council. Council representatives will endeavour to act and make decisions under this report in a
manner that is compatible with human rights. This report should be read in conjunction with Council’s
Human Rights Policy.

Waste Management
Approval must be obtained for disposal of Regulated Waste before disposal. Charges will be determined by Council as part of the
approval process.
For all loads of material that were initially accepted and charged as clean Construction and Demolition Waste and subsequently
suspected of being contaminated (e.g. asbestos), no refund will be applicable to the customer who chooses to remove the load from
site.
Green Waste – vegetation waste arising from maintenance of parks, gardens, and land, and not mixed with other types of waste.
Excludes processed timber and wood, putrescible wastes such as fruit and vegetable produce and trunks of trees and plants with a
diameter greater than 30cm.
Dead Animals Large - 24 hrs notice required prior to disposal.
Weighed transactions occur and disposal is charged on a unit rate per weight, when a vehicle and/or attachment load is in excess of
500kgs. If a load of waste upon arrival is estimated be in excess of 500kgs, but as a result of the weighing process found to be less,
disposal charges shall be calculated using the schematic schedule. Additional individual items charge also apply for nominated waste
types e.g. tyres.
To be applied to cyclic type services (e.g. 8 or 12 weekly) and for when a resident requires an extra service outside of and in addition to
their scheduled frequency. Charge is for up to a including 5000 litres per service. Excess litres (> 5000 litres) will be charged at the
extra litres rate.
Volume transactions only (i.e. charging on volumetric quantity rather than weight) occur at sites without a weighbridge, or if a
weighbridge is unserviceable at the time of transaction. Additional individual items charges also apply for nominated waste types e.g.
tyres.
Weighed transaction occurs to commercial loads over 500kg. All other loads are to be treated as per the schematic for the relevant
vehicle size transporting the material.
Disposal charges under the schematic schedule i.e. small, medium and large are a guide only and not intended to cover every possible
vehicle configuration. The description of quantity is the basis for charging, not the pictorials of vehicle configuration. Additional
individual items charges also apply for nominated waste types e.g. tyres.
Construction and Demolition Waste includes clean and mixed timber.
The State Government imposed Waste Levy applies to all waste that is disposed to landfill, this includes General, Commercial and
Regulated Waste. Accordingly, Council’s fees & charges incorporate this waste levy where required.
For further details on the waste levy can be found on the Queensland Government website.
