Dear Sir/Madam

Information Request
Sustainable Planning Act 2009

application details
Application No:	MCU17/0049
Proposal:	Development Permit for Material Change of Use of Premises - Home Based Business Type 3 - Swim school
Street Address:	8 Mckenna Ct NOOSAVILLE QLD 4566
Real Property Description:	Lot 75 RP 869151
Planning Scheme:	The Noosa Plan (28 October 2016)
information required
The information requested is set out below:

Issue
The report submitted with the application advises that swimming classes are held during the following hours:

Monday 8:30am – 11:30am 3:15pm – 5:15pm

Tuesday 8:30am – 11:30am 3:15pm – 5:15pm

Wednesday 8:30am – 11:30am 3:15pm – 5:45pm

Thursday 9am – 11:30am 2:30pm – 5:15pm

The report also advises that the maximum number of classes held per day is 10 within these hours. The maximum amount of children attending each class is 3. The age groups range from 2 months to primary school aged children.

To mitigate traffic within the street, classes are held with a 10 minute break between
schedule. This ensures no overlap between the arrival and departure of students
and parents between classes.

In relation to the above it is noted that the swimming school is proposed to be open between 5 and 5.5 hours on each operating day. A maximum of 10 classes are proposed with a 10 minute break between classes.

Based on the above information the swimming school would need to be open for approximately 6.5 hours to accommodate the proposed schedule. Accordingly the schedule and the operating hours do not accord with each other.

Information Required
Revised schedule and/or operating hours which accord with each other.

Issue
The application proposes a 10 minute break between class schedules to ensure that there is no conflict between the arrival and departure traffic. Council has previously adopted a requirement for a 30 minute break between exercise classes to prevent conflict between arrival and departure traffic.

Information Required
A revised schedule which accommodates a 30 minute break between classes, the schedule should include details of the starting time for each class.

Issue
The application proposes to provide 3 car spaces for the swim school with two of the car spaces located in the driveway and one car space within the garage. It is unclear as to the total car parking available on site and how car parking associated with the residents of the dwelling is to be accommodated.

Information Required
Clarification of all car parking available on site and how car parking and vehicle movements associated with residents of the dwelling are to be accommodated.

Issue
The report submitted with the application advises that the proposal will include the construction of an acoustic fence along the eastern boundary of the site to reduce noise impacts on the nearest affected neighbour. Site photographs submitted with the application detail an existing fence to the eastern boundary.

Information Required
Clarification as to whether it is proposed to replace the existing fence to the eastern boundary or develop an acoustic fence within the subject site.
