5. CONCLUSION & REASONS FOR DECISION
The subject application for an ‘other change’ to an existing development approval seeks to allow
for an expansion of the existing Noosa landfill operation is recommended for approval subject to
reasonable and relevant conditions.
The purpose of the expansion is to increase the size of existing resource recovery area to improve
on site safety and operational efficiency of the resource recovery use area. The proposed
expansion will also involve relocating the existing HES basin to a more suitable location along the
northern boundary of the site. To facilitate the expansion the proposal involves clearing a portion
of remnant vegetation which has been degraded through edge effects over time.
The subject change application only applies to the resource recovery area and does not apply to
any other parts or operational areas of the site, except for the proposed offset rehabilitation area
in the southeastern corner of the site.

benchmarks of the planning scheme and the prescribed matters under the Planning Regulation
