EXECUTIVE SUMMARY
Following Council’s decision in December 2016 to implement a 3 bin waste collection service to
single domestic dwellings and duplexes in the urban areas of the Shire commencing September
2017, staff have developed a draft Garden Waste Service Policy. This draft policy sets out the
operational details and precise areas for implementing the new service.
The draft policy makes provision for exemptions from the service to include premises where a
service provider regularly removes garden waste and avoids disposal to landfill. This exemption
supports undertakings given to the Australian Competition and Consumer Commission (ACCC)
that Council would exempt these premises to avoid anticompetitive behaviour in the delivery of the
service.
The policy also allows residents to include limited raw fruit and vegetable waste in the garden
waste bin as a means of increasing organic waste diversion from landfill. This diversion is possible
without the high costs associated with a full organic waste service requiring weekly servicing and
processing (composting) of the waste.
As a result of economies of scale achieved in the new waste contract, the proposed new price for
a 240 litre garden waste recycling bin from July 2017 will be $50 per annum. This cost is in line
with the 2014/15 Community Jury’s recommendations.
RECOMMENDATION
That Council note the report by the Manager Waste and Environmental Health to the Services &
Organisation Committee Meeting dated 11 April 2017 and Council:
A. Approve the Garden Waste Recycling Service Policy including the maps of areas where a 3
bin waste collection service will be provided to single dwellings and duplexes, as provided at
Attachment 1 to the report;
B. Specify the minimum service level for single dwellings and duplexes within the 3 bin service
areas as 1 x 240 litre general waste bin collected weekly, 1 x 240 litre yellow lidded recycling
bin collected fortnightly and 1 x 240 litre lime lidded garden waste recycling bin collected
fortnightly; and
C. Designate the area where an optional garden waste collection service will be provided as
any premises which are not a single domestic residence or duplex located within the
designated 3 bin garden waste service area, or any premises within 5 kilometres of the 3 bin
garden waste service areas.
