Skilling – of Council officers in delivering community engagement
Consistent messaging – to the community from Councillors and Councillor officers
Understanding our Community – recognising when an issue or project will have an impact on

Internal Consultation
An internal engagement and communications plan was developed, including a stakeholder
analysis. The Mayor and Councillors were identified as a key group of stakeholders with a high
level of interest in community engagement. They were involved early, and again later in the
process, providing valuable input.
Other stakeholder groups consulted included the Leadership Team, the Management Team and a
group of Council officers who frequently hold the lead officer role on projects requiring community
engagement.
