SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 11 APRIL 2017
Dineen Tourism Management are the incumbent managers that have been managing the park
since 2010. Notably, none of the tender responses proposed changes or revisions to the form of
management agreement provided with the invitation to tender.
4 Evaluation
The evaluation criteria established as part of the invitation to tender included:
1. Capability & Resourcing;
2. Contract Experience & Capacity;
3. Methodology;
4. Quality;
5. Health & Safety;
6. Environment & Sustainability; and
7. Contribution to Local Economy.
The schedules and supporting information provided by the tenderer were reviewed by the
evaluation panel and informed the scoring in each of the aforementioned evaluation criteria.
Scoring within the methodology criteria included an appropriate weighting on financial viability and
demonstrated business acumen given the value of the contract and the associated risk. As part of
the evaluation, external support was engaged by Council to conduct financial analysis of the budget
figures (and their proposed operational cost base) and commission percentage submitted by each
tenderer. The results of the financial analysis were presented to the evaluation panel and were
used to inform the methodology scores given to each tenderer. Financial viability via NPV analysis,
sensibility and sensitivity testing of tendered financial estimates were undertaken to support the
scoring assessment.
Following the initial tender evaluation, four of the tenderers were asked to submit further
information or clarification via the Notice to Tender process, coordinated by Council’s procurement
staff. This information and/or clarification was subsequently provided to Council, allowing for a well
informed and comprehensive evaluation process to be completed.
The preferred tender was submitted by Anvera Pty Ltd trading as Dineen Tourism Management.
Dineen Tourism Management are the incumbent managers that have managed the park since
2010. Their tender scored highly for industry experience which is a critical criterion (to ensure
business continuity). A three (3) year contract is recommended commencing on 1 June 2017 with
an option to extend for an additional one (1) year at Council’s absolute discretion.
Previous Council Consideration
Nil.
Finance & Risk
Finance
Financial returns from the campground (2016/17 budget $1 million) are utilised to offset the need
for higher general rating levels to comply with Council financial sustainability policy requirements.
Risk
Business continuity - the management agreement is required to continue business operations
without the need for the employment of Council staff which is not recommended. Sufficient time
has been provisioned for a handover process to occur during May 2017 prior to the commencement
of the new management agreement on 1 June 2017.
