3 Gibson Road NSC Application Letter
1 April 2026 Our ref: 3 Gibson Rd, Noosaville File ref: 8548 [email protected] Development Services Noosa Council 9 Pelican Street (PO Box 141) Tewantin QLD 4565 Via email: [email protected] To whom it concerns, 3 GIBSON ROAD, NOOSAVILLE – PROPOSED CAR PARK ALTERATIONS ENGINEERING CERTIFICATION TO SUPPORT DEVELOPMENT APPLICATIONS (MINOR CHANGE APPLICATION AND OPERATIONAL WORKS) Please find attached documentation to support Development Application (Minor Change to Existing Approval and Operational Works) for proposed works at 3 Gibson Road, Noosaville. This submission has been prepared on behalf of Noosa’s Mary Gibson Showroom 1 (Body Corporate for 3 Gibson Road) to provide the necessary civil engineering advice regarding existing operational issues and RPEQ certification for proposed adjustments to the existing carparking at Lot 0 BUP105742. This submission comprises the following documents: Engineering Certification (this letter) Attachment 1 DA Form 1 (Operational Works) Attachment 2 DA Form 5 (Minor Change application) Attachment 3 Engineering Drawings Attachment 4 Pre-Lodgement Council correspondence Attachment 5 Unitywater approval for “Application for Easement Encroachment” Attachment 6 Copy of existing Approval PROJECT BACKGROUND Site Details The exiting carpark servicing the front of 3 Gibson Road (Lot 0 BUP105742) contains 31 carparks, including 1x PWD accessible park. The carpark extends along a single blind aisle, accessed directly off a driveway that is shared with the adjacent lot (1 Gibson Road) which contains 24 car parks. The shared driveway is accessed from Gibson Road, immediately proceeding the exit from a large roundabout. Vehicles can enter and exit the driveway from both traffic lanes in Gibson Road. Additional carparking is located to the rear of the premises, however this application is only in regard to the carparking issues experienced in the front of 3 Gibson Road. Based on site measurements, the existing carpark layout and movement spaces comply with AS2890.1 Parking facilities Part 1: Off-street carparking, as suitable for access by B99 vehicles (cars) for User Class 3/3A and 4 (Clause 1.4 and Table 1.1). However, the carpark’s layout is causing carpark operational issues in terms of vehicle movements and manoeuvrability. The initial development of 3 Gibson Road carparking was undertaken in association with Development Approval 51996.1942 (3B-452) (Attachment 6). www.blackm.com BRISBANE | ATHERTON Unit 5, 9 Torres Crescent ABN: 19 609 960 232 CAIRNS | SUNSHINE COAST | TOOWOOMBA North Lakes QLD 4509 Ph: 07 4031 9944

Existing Operational Issues
As noted above, the existing carpark contains 31 carparks. These parks are 90degree parking accessed
from a central aisle which is 6.2m wide. This is a blind aisle carpark, so all vehicles must currently enter and
exit from the same location.
The entry/exit for this carpark is off a driveway shared with adjacent 1 Gibson Road. There is very short
distance between the carpark entry/exit to the shared central driveway, and the combined car park entry/exit
from Gibson Road. This is causing several operational issues which are illustrated on Drg 8548-003:
1) The entry/exit point to the carpark requires a very tight turning circle to get to the shared driveway and
Gibson Road.
2) Due to the blind aisle nature of the carpark, vehicle movements are limited when there is a need to turn
around (eg in the event of no carparks being available and having to turn around to exit the carpark).
3) Vehicles exiting the carpark to the Gibson Road crossover must take a wide turning circle to negotiate
the tight, short distance between driveway and crossover, and to avoid bollards protecting existing
aboveground Unitywater infrastructure located immediately to the left. This results in vehicles pushing
towards the centre of the aisle, which blocks entry to the carpark.
4) This often also results in the same vehicle requiring additional width at the access crossover, blocking
entry to the driveway from Gibson Road.
5) Vehicles trying to exit individual parking spaces in the meantime are often forced to wait until the aisle is
cleared.
6) Vehicles waiting to utilise parking spaces that are about to be vacated are also forced to queue, for the
same reason.
The above issues have been highlighted by the client, causing frustration to both business owners and the
public wishing to use the carpark. The swept path analyses included on Drg 8548-003 confirms these issues
(Attachment 3).
PROPOSED WORKS
Carpark Adjustments
To mitigate the issues caused at the carpark entry/exit point, the following solutions are proposed:
Convert the existing carpark for Lot 0 BUM105742 to one way only, with entry only from the current
shared driveway, exit via a new driveway and crossover.
o Vehicle movements to be controlled by the addition of signage and linemarking, as a
minimum design per MUTCD/AS1742 and AS2890.
Install a new driveway and commercial access crossover to Gibson Road at the end of the current
blind aisle.
o Crossover to be provided per NC Std Drg RS-051, Type B
o Driveway width to be 5.0m, as exit only.
o Vehicle swept path checks have been undertaken for vehicles exiting this driveway to
Gibson Road. Swept paths per Austroads Turning Path Guidelines and AS2890.1.
The proposed adjustments have been documented on the attached drawings.
As the operational issues are caused predominantly by vehicles exiting the carpark, converting the driveway
to one-way and providing a new dedicated “exit only” driveway and crossover will alleviate the current bottle-
neck issues.
We note: Widening the existing shared access crossover off Gibson Road was considered. However, whilst
this would assist with vehicle movements exiting the shared driveway, it would not change the short distance
between the carpark exit and this driveway, nor alleviate the confined movement spaces within the carpark
itself. The widening would also be limited to the northern side of the driveway, to avoid the existing
aboveground Unitywater infrastructure on the other side. This option would also considerably impact all
businesses who use the shared access, as the current only entry/exit point.

Stormwater
The proposed new access crossover and driveway have been designed to match existing verge profile.
The proposed works to the carpark are limited to signage and linemarking and therefore do not interfere
with or alter the existing pavement or drainage regime within the carpark. As such, the proposed works will
have no impact on existing drainage.
Impacts on Existing Infrastructure
The proposed carpark adjustments will require the following works to existing Council and private
infrastructure, as shown on Drg 8548-004 (Attachment 3):
Approximately 12.5m of existing kerb in Gibson Road to be taken up and replaced with the proposed
crossover.
Approximately 19m of existing concrete path to be taken up and aligned back from the existing kerb,
to facilitate the required grade transitions for the new crossover.
Existing private garden bed and carpark kerb in Lot 0 to be take up where the new driveway is
proposed.
Trim branches of existing trees in Lot 0 as required to provide clear space for vehicles to exit.
We note the presence of several underground services in the Gibson Road verge at the Lot 0 frontage and
just inside the lot, including gravity sewerage, water, communications and NBN cabling. Whilst the proposed
driveway does cross these services, the works will match the existing surface profile and levels, such that
these services will not be impacted. The existing sewerage manhole located just inside the Lot 0 property is
also clear of proposed works.
Previous Council Discussion
Black & More prepared and lodged documentation to support pre-lodgement liaisons with Noosa Council in
December 2025. The submission included details of the operational issues and proposed carpark
adjustments as outlined above. Following review of the submission, Noosa Council advised that the works
could be submitted to Council as:
Minor change to approval, for the proposed carpark operational adjustments (signage and
linemarking); and
Operational works application for the proposed second crossover and driveway.
A pre-lodgement meeting was not required by Council and was therefore not arranged.
Copies of the pre-lodgement discussions are included as Attachment 4.
Unitywater Discussion
As noted above, the proposed works will cross existing gravity sewerage. This includes crossing a sewer
easement. An “Application for Easement Encroachment” for construction of new driveway has been
approved by Unitywater. Confirmation of this is included as Attachment 5.
RECOMMENDATIONS
We believe the proposed adjustments to the Lot 0 BUP105742 carpark will alleviate current operational
issues, without the need to undertake costly and extensive upgrades to the existing shared access and
driveway. We also believe the above proposed adjustments provide the least impact on existing businesses.
We request that Council reviews the above engineering advice and attached supporting documentation, for
development approval.
