SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 MARCH 2018
activities, however, will occur under roof cover so wet-weather delays are not considered
high risk for this project.
Delays in obtaining final approvals. These have been built into the construction programme.
Delays from complex activities such as mechanical plant replacement. This has been
mitigated through previous investigations of similar scope of works and industry-advised
timeframes for this type of activity being built into the programme.
Delays in completing design activities, which in turn delay construction. Council intend to
continue to use the original architectural designers on the project, to minimise potential for
time delays and remove a ‘doubling-up’ of the design process as a consequence of starting
over with a new architect.
Safety Risks;
arete Australia will be appointed as the Principal Contractor and responsible for Workplace
Health and Safety of the construction site. Prior to construction commencing, workplace
health and safety and pedestrian and traffic management plans will be required to be
submitted to Council for approval. Council will undertake regular audits on contractor
compliance with these approved plans throughout construction.
Council staff. Only licensed and accredited subcontractors will be used for this activity, and
a safety management plan will be submitted for approval by them prior to commencement of
this activity.
Scope & Quality Risk;
The risk of meeting project objectives will be managed through Council staff reviews
supported by specialist consultants who developed the technical and performance
specifications.
Resource Risk;
arete Australia have nominated a highly capable team for this project limiting the resourcing
risks to this project. The addition of external superintendent and architectural/engineering
consultants, mitigates the resourcing risk from Council.
External Consultation - Community & Stakeholder

Libraries and Galleries Manager. Public displays of the proposed design, including a video fly-

News is also available on the Noosa Council website which is periodically updated.
