SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 6 MARCH 2018

Other amendments proposed by Tourism Noosa are not supported, specifically:
 The proposed amendments are contrary to the principles of the community’s use of the land
and water generally taking precedence over events.
 The Policy clearly identifies that locally owned event operators are preferred over event
operators based elsewhere irrespective of whether they have Shire based operations. It is
proposed that this remain a key guiding principle of the Policy.
 The remaining amendments are not substantive enough to warrant making a policy
      amendment.

Policy Feedback Hastings Street Association

The Hastings Street Association (HSA) provided feedback on the Policy and were in general in
agreement with its approach (see Attachment 4). The issue of road closures is of concern to HSA
and it has specifically requested that the Policy address car park closures both pre and post events
due to significant negative financial impacts on businesses in Hastings Street, which are not offset
against their measure of financial contribution.

Discussion

It is proposed the issue of road closures will be addressed as part of a broader shire wide events
strategy. Specific event issues relating to car park and road closures raised by HSA will be
addressed with Council in due course.

Risks & Opportunities
The Noosa Main Beach Events Policy provides the framework for Council to manage events
sustainably on Noosa Main Beach and meets the broad expectations of all stakeholders. While
tourism will remain an important sector of the economy, the policy recognises that a balanced
approach considering the needs of all stakeholders, including the community, is essential to ensure
that important issues such equitable community access is maintained and Noosa’s brand and
reputation is supported and enhanced.
