GENERAL COMMITTEE MEETING AGENDA 17 SEPTEMBER 2018
B. Authorise changes to Table 10.3 of Council’s Charges Resolution for secondary
dwellings, community residences and intensive cultivation uses, as provided at
Attachment 2 (Amended) to the report.
Councillor Workshop, 6 September 2018
Finance
Council is required to have adopted a Charges Resolution that is compliant with current planning
legislation to issue infrastructure charges and impose conditions about trunk infrastructure on
development. The average revenue obtained through infrastructure charges is estimated at $2.2
million plus per annum.
Risks & Opportunities
Regular reviews with appropriate updates to Council’s Charges Resolution will reduce the risk for
potential legal appeals being lodged against infrastructure charges issued on development.
Consultation
External Consultation - Community & Stakeholder
Verbal consultation was undertaken with the Unit Leader, Development Services Department in
Unitywater on 30 July 2018 and is agreeable to the updates proposed to Council’s Charges
Resolution as there are no impacts or issues for Unitywater since:
the “breakup agreement” remains unchanged; and
their apportionments under the “breakup agreement” remain based on the maximum
charge rates permissible under the Planning Regulation 2017.
