PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 25 MARCH 2014
12.8.2 x) For the Rural Settlement Zone—detached housing on large lots—
i is the dominant building form, to the general exclusion of other uses;
ii incorporate designs that respond to, and are integrated with site characteristics
including slope and native vegetation;
iii contribute to the rural or semi-rural character and amenity of the area;
iv may be located in close proximity to working farms or other rural industries; and
v offers a relaxed rural lifestyle for residents;
12.8.2 y) For the Rural Zone—rural land is protected and appropriately managed such
that the scenic and environmental values and the distinct rural amenity are preserved and
are not adversely impacted upon as a consequence of development on or adjacent to that
land;
The development conflicts with these overall outcomes and does not align with the land use
intent for the area. Particular concern is raised by the intensity of the urban development in an
environmentally sensitive location, sought to be protected for its rural and open space character,
and the following impacts:
The proposal seeks to modify the natural landform through bulk earthworks and removes
all existing vegetation within the proposed urban areas.
The development is likely to have significant impacts on flora and fauna in the area,
including koalas and other rare and threatened species.
The receiving waters of Eenie and Keyser Creeks and Lake Weyba are likely to suffer
significant impacts, particularly from the protracted construction phases of the
development.
The scenic amenity values of Lake Weyba and Walter Hay Drive will be negatively
impacted.
Walter Hay Drive’s protected status as a limited access road and preferred southern
entrance to Noosa will be significantly impacted upon by the development.
Amenity of surrounding residents and adjacent rural tourist accommodation businesses will
be unduly affected by a significant increase in the usage of Lake Weyba and its foreshore
(which fall within The Noosa Plan area) and the development intensity far exceeds
reasonable expectations for existing residents in the area.
The proposal does not find higher-order support in The Noosa Plan and the Desired
Environmental Outcomes of the planning scheme further entrench the conflicts. The
development is found to have major conflicts with the planning intent for the site, its environs and
the role of Walter Hay Drive under The Noosa Plan.
