PLANNING & ENVIRONMENT COMMITTEE MEETING AGENDA 9 OCTOBER 2018

General external light spill from the proposal would be softened by landscaping and a condition
could be included which ensures that external light from the development meets the relevant
legislation and has no detrimental effect upon the amenity of the neighbourhood by reason of the
creation of excessive lighting.
Waste
The development would likely trigger additional waste collections which would have the potential
to impact on surrounding residents amenity. It is likely 1 additional collection would be required
based on Noosacare Carramar Tewantin requiring 3 collections per week for a 142 bed facility.
Access for the waste vehicle is close to Goodchap Street minimising impacts on Val Crescent
residents. Furthermore, plastic low noise 1100 litre waste bins designed specifically for noise
sensitive areas would be used and emptied via the back of the waste vehicle. It is considered
that any additional waste collections would have minimal impact on surrounding residents. A
condition could be included which limits waste collection to between reasonable daylight hours.
Stormwater
The development proposes stormwater water quality treatment by a proprietary device. There is
some concern that proprietary devices have not evolved sufficiently to continually meet relevant
water quality targets. A condition could be included that the stormwater quality treatment system
demonstrates the relevant pollutant reduction targets and the any MUSIC model node used be
verified by Stormwater Australia as part of an operational works application. Should the proposed
proprietary device not be suitable, there is sufficient space on-site to provide a bio-basin and still
maintain good landscaping screening of the development, given the substantial water storage
(225kl) provided in the basement.
4.    CONSULTATION
4.1. Referral Agencies
The application was referred to the Department of State Development, Manufacturing,
Infrastructure and Planning (SARA). The Department is a referral agency for state transport
infrastructure and the development exceeding a 50 bed threshold.
The Department has responded advising that with conditions, the proposed development will not
adversely impact on matters of state-interest, being public passenger transport and the proposed
development complies with the purpose and applicable performance outcomes of State Code 6:
Protection of state transport networks of the State Development Assessment Provisions version
2.1.
4.2. Other Referrals
The application was forwarded to the following internal Council officers:
    Engineering;
    Ecology;
    Water Quality;
    Environmental Health;
    Waste;
