PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 1 MARCH 2016

Condition 8 – Building Colours
8. The development’s external colour scheme shall use muted tones of browns, greens and
greys to integrate the development with its landscape setting and ensure the development
does not visually impact on the vegetated skyline. This shall apply to Buildings A to K, U, T
      & V only.
Assessment
The reference to the previous building numbers should be removed and a requirement
introduced for plans to demonstrate an appropriate colour scheme to blend with the environment.
It is recommended the condition be amended to read:
8. The development’s external colour scheme shall use muted environmental tones of
browns, greens and greys to integrate the development with its landscape setting and
ensure the development does not visually impact on the vegetated skyline. Detailed plans
shall be submitted and written Council approval obtained prior to commencement of the
      development.This shall apply to Buildings A to K, U, T & V only.

Condition 11 – Energy Efficient Building Measures
11. Energy efficient measures shall be incorporated into the development, including the
      following at a minimum:
11.1. All hot water systems installed shall be either solar systems; electric heat pump
systems; or gas systems (LPG or natural).
11.2. Energy efficient domestic appliances within all multiple dwelling units.
11.3. Energy efficient lighting devices including compact fluorescent lamps, light emitting
diodes, low voltage lamps shall be used throughout the development.
11.4. Lighting of all dwelling units shall be controlled through occupancy detection devices.
Assessment
This condition is no longer applied under The Noosa Plan and is addressed by Australian
Building Code and other requirements, which change from time to time. It is recommended the
condition be deleted.

Condition 12 – Bushfire
12. The development shall comply with the fire mitigation measures detailed in the Bushfire
Risk Assessment and Mitigation Plan prepared by Bushland protection Systems Pty Ltd
      and dated 20 May 2005.
Assessment
The previously approved bushfire plan should be updated to reflect the amended proposal and
current standards for bushfire mitigation to ensure an acceptable level of risk to people and
property. Recent State Planning Policy mapping for development assessments identifies areas
of very high fire danger on the site and it is important the hazard is appropriately assessed. The
development’s limited site footprint provides opportunity to amend building locations should the
need for further changes be identified. It is recommended the condition be amended to read:
12. The applicant must submit a revised Bushfire Management Plan for the development which
reflects the approved plans and demonstrates development shall comply with the fire
mitigation measures detailed in the Bushfire Risk Assessment and Mitigation Plan prepared
by Bushland protection Systems Pty Ltd and dated 20 May 2005 compliance with The
Noosa Plan’s requirements for bushfire and the provisions of the State Planning Policy July
2014 in regard to hazard level.
