PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 1 MARCH 2016
Assessment
The condition should be amended to remove reference to the previous stormwater design and
ensure no net increase in runoff. It is recommended the condition read:
47. All stormwater drainage (including roof water overflow from the rainwater storage system)
shall be collected and discharged so there is no net increase in stormwater runoff from the
site. Stormwater drainage permitted to drain from the site shall be discharged generally in
accordance with Tate Professional Engineers Drawing Number C1732/05/F/P04 revision H
dated 07/06/07 shall be managed so that:
a) there is no net increase in 1 year ARI peak stormwater flows from the site; and
b) the discharge of stormwater from the site does not affect the approved design
residence time of the Noosa Springs Golf Course lake system.
Condition 48 – Stormwater Discharge
48. All stormwater drainage shall be collected on site and discharged to the internal lakes
(within the Noosa Springs development) in accordance with previous approvals.
Assessment
The use of lake systems is no longer a preferred means for treating stormwater from
developments . The lake system for Noosa Springs also now sits on a separate parcel of land
and alternate drainage solutions may be preferable. It is recommended the condition be
amended to reflect the requirements of The Noosa Plan and allow flexibility in the design
approach for the new development.
48. All stormwater drainage shall be collected on site and discharged to the internal lakes
(within the Noosa Springs development) in accordance with previous approvals and
discharged in a manner to ensure no harm to the receiving natural and built environments.
Condition 49 – Stormwater Treatment
49. Stormwater run-off from the carparking areas and the driveways shall have the first flush
(the first 12 mm of rainfall or hose-down) collected in grease/oil arrestors (or similar
devices) provided on site to ensure that polluted run-off such as oil and grease are
separated from the main body of stormwater and do not enter the internal lakes of the
Noosa springs Golf Course.
All other clean stormwater, such as roof water, can be collected on site and discharged
through a single underground drain line directly into the existing drainage system,
bypassing the grease/oil arrestor.
To this end, a detailed maintenance plan shall be prepared for the proposed grease/oil
arrestors, which shall be submitted to the Council for approval prior to obtaining a
Development Permit for Operational Works.
The approved maintenance plan shall be continued to be complied with for the duration of
the approved Use.
