As can be seen by the above analysis, the net position for Building Services demonstrates an
improvement on financial targets with respect to ‘Core Activities’. The above expenditure also
includes Customer Service Obligation costs of approximately $132,000 (Community Service
obligation around 23% of total budget) reflecting the provision of general advice and
management of complaints by customers which do not attract any fee revenue
