2. This Development Permit for a “Change to an Existing Approval” will trigger amendments to
be made to the “Infrastructure Charge Notices” originally issued and advised in Advisory
Notes 2 and 11. Amended Infrastructure Charge Notices will be issued for the estimated
amounts of:
i) Coastal Major Road Network Infrastructure Charges Plan = $487,640.00; and
ii) Public Transport and Stormwater networks = $264,271.00
These amounts are subject to variations in the Consumer Price Index, All Groups Brisbane
from December 2015 until the date of payment.
4. CONCLUSION
The application seeks to change the existing development approval for a resort of 155 multiple
dwellings and associated facilities within Precinct F of the Noosa Springs master planned estate.
The changes seek to substitute more contemporary building designs, amend the mix of unit
sizes, consolidate the common resort facilities and remove some components such as a theatre
and function room. The changes result in an 18% increase in population density (due to
additional bedrooms in the units) and a 20% reduction in gross floor area but remain within the
previously applied development parameters for the site and The Noosa Plan’s provisions for
these aspects. The number of units remains unchanged and the footprint of the buildings remains
similar. The changes are considered to be supportable under the Sustainable Planning Act
provisions for a permissible change.
The intent of the existing approval was for multiple dwellings with integrated resort components
and booking/management functions. The amended development will remain subject to the
approved use type and condition 4 in this regard and still retains common resort-type facilities of
a simpler, rationalised nature.
The previously approved development plans are relatively schematic and the proposed new
plans are also limited in their number and level of detail. Amended conditions are recommended
requiring fully detailed plans and updated management plans for the site prior to Operational
Works approval stage.
The application is recommended for approval, subject to amended conditions.
