PLANNING & ORGANISATION COMMITTEE MEETING AGENDA 1 MARCH 2016
1. Finance
The budget for Development Assessment (DA) comprises three major revenue streams including
application fees, searches and infrastructure charges, with infrastructure charges being a capital
contribution. While significant revenue is budgeted for each financial year, no revenue is
received for some activities undertaken by the team such as general enquiries, compliance
action against breaches of development approvals and the planning scheme, development
appeals, infrastructure planning etc. These activities form a community service obligation
component and amount to approximately 36% of officer’s time based on a Branch Activity
exercise carried out in late 2014 for the DA Service Review.
For the year to date, revenue from applications and searches has exceeded the expected budget
by $189,186. Expenditure is below budget for the same period.
Infrastructure Charges receipted ($2,119,789) is also significantly higher than the expected
budget ($1,223,245). This is due to the final stages of Doonella estate being completed and
Stage 4 of Greenwood Grove completed. Overall, the Development Assessment budget for year
to date is in a sound position, with some adjustments made as part of BR3 to reflect the
increased fees and charges received.
