Varying the facility’s transmit power to the minimal required level, minimising EME
from the network, and
. Discontinuous transmission, a feature that reduces EME emissions by
I automatically switching the transmitter off when no data is being sent.
8.8.2 Access
I The proposed facility will have restrictions aimed at preventing public access, including a
secured compound fence with a locked gate and warning signs placed around the facility.
I 8.9 The Public Interest and the Benefits of Telecommunications
The proposed NBN Co facility will have significant benefit for residents in the Boreen Point
I North area. NBN Co believe that the public interest would be served by approval of the
proposal, providing benefits for enhanced broadband coverage in the area.
I 8.9.1 Other Benefits of Reliable Broadband Services
There are numerous other benefits of telecommunications connectivity, as follows:
I . There are many educational benefits justifying the implementation of the National
Broadband Network. Curriculum and data sharing, increased availability and
accessibility of research materials, and virtual classroom environments are good
I examples. Such elements are particularly beneficial within a tertiary education
context.
. Businesses can, through internet usage, increase efficiency through time, resource
I and monetary savings. Improved broadband services may effectively remove
physical distance and travel time as a barrier to business.
Improvements to broadband services may also be of benefit for local employees,

by enabling telecommuting and home business. The telecommuting trend is
heavily reliant on access to high quality internet services, and is anticipated to
continually increase in popularity.
I
The public benefits of access to high quality broadband have been widely acknowledged
for many years. Reliable internet access is now more than ever an integral component, so
I much so that its absence is considered a social disadvantage.
8.9.2 Consultation
I
NBN Co is adopting a proactive, whole-of LGA approach to consultation for the Fixed
Wireless Network in the Sunshine Coast region. Following discussions with Council, NBN
I Co have designed a Communications Plan which outlines the communications and
consultation approach supporting the rollout of the NBN Fixed Wireless network in the
Sunshine Coast LGA.
I Prior to lodgement of the Development Application to Sunshine Coast Regional Council,
NBN Co and Aurecon held an Information Session for those residents that will receive the
I NBN Co services. This involved a high level discussion of the proposed locations, facility
designs and topographical characteristics and constraints of the area.
Please refer to Appendix 7 for NBN Co’s Communications Plan and all material
I advertised to date.
