Committee Meeting dated 9 October 2018 and the General Committee Meeting dated 15
October 2018 regarding Application No. MCU18/0019 for a Development Permit for Material
Change of Use - Multiple Housing –Type 3 Retirement & Special Needs (90 bed aged care
facility) situated at 52 – 62 Goodchap Street & 3 - 11 Val Crescent, Noosaville and:
A. Approve the application in accordance with the conditions contained in the Ordinary
Meeting Agenda dated 18 October 2018.
B. Find the following are sufficient grounds to justify the decision despite the conflict with
the Planning Scheme:
1. There is a significant need for aged care facilities within the Noosa region and
the proposal will in part satisfy this need.

2. The use is compatible with surrounding residential uses and will not significantly
impact on the amenity of the area. Further conditions are proposed to mitigate
and address any potential amenity impacts.
3. The proposal being low rise and articulated with a variety of external finishes will
sit reasonably well within the streetscape without being overly dominant.
4. The proposal provides extensive landscaping to the Val Crescent frontage to
screen the development from the street.
5. There are limited opportunities of appropriately zoned land for the development
of aged care facilities and overall the proposal is a good response for this site,
considering the Noosa Hospital opposite and Goodchap Street medical centre
nearby.
6. The applicant has demonstrated that vehicles can enter and exit the Val Crescent
driveway safely.
7. The development will not adversely affect the broader road network.
C. Note the report is provided in accordance with Section 63(5) of the Planning Act 2016.
