Noosa Council documents
5. ADVICE & INFORMATION
Kerri Coyle, Manager Development Assessment
1. The Noosa Plan 2020 supports the continuation of marine facilities on the Noosa River
but it does not support any increases in the overall scale and intensity of commercial
operations in order to protect the river.
2. Therefore any application will need to demonstrate that no increase is proposed in terms
of number of vessels and craft in association with the proposed redevelopment.
3. In this regard the following is noted:
3.1. Council’s records do not include any approval for 32 vessels.
3.2. The Operational Works approval of January 2012 was for works to be carried out,
did not include approval for boat numbers and has lapsed in any event.
3.3. Aerial photos of the area and inspections suggests that vessels are regularly
located outside the lease area.
4. The state lease and the Noosa Plan 2020 both require activities to be fully within the
lease area.
5. The application will need to demonstrate that there is sufficient space between the
proposed pontoons and the northern lease boundary for vessels to moor/berth fully
within the lease area when fuelling. The current setback does not appear sufficient and
it is not acceptable for vessels to be outside the lease area when fuelling. For example
service stations are not permitted to have vehicles park in the road reserve outside their
property boundary to fuel. Some consideration though may be given to the ferry given it
plays a public transport role to an extent.
6. The application will need to include
6.1. A written description of all proposed vessels/craft (size and type) that are
proposed.
6.2. a plan with dimensions detailing all vessels/size of vessels proposed to be
moored/berthed, setdown area for passengers/boats etc.
6.3. a plan of the existing jetty to demonstrate the number of vessels that can be
currently reasonably moored/berthed in the lease area.
7. An application for a Material Change of Use for a Landing is required as the proposed
changes are not minor and are a significant expansion.
Mark Lewis – Coordinator Engineering
1. The location of the existing structures in relation to the lease area boundary is critical in
determining the available space for new structures and moorings. It is recommended
that a survey be undertaken by a suitably qualified person to redefine the lease
boundaries and determine the setback distances to the various existing structures. A
copy of the survey must be submitted as part of the application material.
6. INFRASTRUCTURE CHARGES
A request for written advice for an Infrastructure Charges Contribution Estimate relevant to
your proposal may be obtained for a fee.
This document is a record of prelodgement discussions and will not be made available for public viewing. Prelodgement
discussions are conducted to explore development options and requirements, identify issues and provide guidance to prospective
applicants about Council’s policies for development. The recorded discussion items and outcomes in no way imply or commit to
an approval of the proposal on the part of Council or Council officers, nor guarantee that all potential issues associated with a
development proposal have been raised / identified. When a formal development application is lodged, the proposal will be
assessed on its planning merits in accordance with Council’s policy framework existing at the time of the assessment.
