Response to Further Advice - 17.08.26
17 August 2026 Noosa Council [email protected] RE: Response to Further Advice (MCU23/0007 & RAL23/0001) – situated at 45, 47a Maple St, 9 Myall St, Cooroy Council issued a further advice request on 30 July 2026. The following additional information provides a response to Council’s request items: 1. Provide a car parking demand assessment in accordance with Item 4 of the FI Request and consider revised plans providing additional on-site car parking. 2. Provide revised plans demonstrating that the development will not result in the net-loss of on-street parking on Maple Street. 3. Provide comment on what controls are proposed to indicate what driver has ‘right of way’ to avoid conflicts between vehicles entering and exiting the rear carparks. Please find attached BMC Traffic Engineers review of the on-site parking and manoeuvring describing that the one covered carpark per dwelling is consistent with the QLD Government’s Social Housing Design recommendations. The 2021 engineering plans from Recor Engineering showing 2 carapaces to the north of the Maple St Driveway have also been superseded, with the new plans showing a ‘Left Out Only’ arrangement. This update retains the two existing carparking spaces adjacent to the driveway and no net loss of parking on the street. It is also noted that Lot 1 & 2 RP99323, currently have no driveway access to the existing lots. These lots have an ‘as of right’ to create a driveway entrance to Maple St. Rather, the new plan consolidates and rationalises the access arrangements to the new lots.

BMC Traffic Engineers also provide an updated drawing seeking for the installation of two convex
mirrors and additional give way landmarking within the internal layout, so as to avoid conflicts with
the users of the rear carpark.
4. Consider amended design response to so the new built form better responds to
the Maple Street character precinct considerations.
The architectural plans have been updated to allow for gables to the roof designs. This matches in
with the existing house gable roof design along Maple St.

5. Provide a revised Stormwater Management Plan that incorporate an allowance
for climate change pursuant to SC6.7.6 (1)(d)(i) of Planning Scheme Policy 6
Engineering Design Standards.
Please provide attached updated technical memo from Recor addressing the stormwater size
requirements for Climate Change included in PSP6.
6. Provide a revised Stormwater Management Plan that incorporates 3,000 litres of
storage for non-potable reuse purposes per unit/dwelling (i.e., 57,000 litres).
Alternatively, provide a water balance equation to justify a lesser storage volume
for the anticipated non-potable uses associated with the development (i.e.,
irrigation, greywater uses, etc).
The new multiple housing site has an area of 3,119m2 and a landscaped area of 738m2 consisting
predominantly of private gardens and perimeter plantings. The relevant Performance Outcome
PO2 of the Sustainable Building Design Code seeks for the development to maximise water
efficiency on site by incorporating rainwater collection and re-use measures for non-habitable
purposes such as irrigation. The revised design includes a 15,000 litre underground separate tank,
which will provide sufficient buffer storage for landscaping on the site.
7. Provide amended plans to include the construction of a 2.0m wide footpath for
the full frontage to Myall Street.
Consistent updated plans are provided with a 2m wide footpath to be constructed along the Maple
and Myall St frontages.

8. Provide a revised on-street Waste Servicing strategy for Units 12 – 14 which
includes kerbside collection of 1 x 360 litre bin for refuse and 1 x 360 litre bin
recycling.
An amended Waste Management Plan is provided with an update to the size of the bins servicing
units 12-14 to allow for 2 x 360Ltr bins storage and layout area.
Pursuant to the Development Assessment Rules, the applicant has given the assessment manager
the information requested. Please proceed with the processing of the application at your earliest
convenience. If you have any further queries in relation to the above, please do not hesitate to
