4          Traffic Impact Assessment
4.1        Background Traffic Volumes
To gain an understanding of existing traffic volumes, turning movement counts were undertaken by
Austraffic on Thursday 15 November 2018. These counts were undertaken at the intersection of Elm Street
/ Diamond Street, at the following times:
         7:00am – 9:00am; and
         4:00pm – 6:00pm.
The results are provided at Appendix D to this report and the observed peak hours, with corresponding
volumes as shown in Figure 4.1 and Figure 4.2, were:
         8:00am – 9:00am; and
         4:00pm – 5:00pm.

Preliminary advice from DTMR indicated that a 3% per annum growth rate (compound) is applicable.
Assuming that the development will be complete in 2020, with a ten‐year design horizon of 2030, the base
AM and PM peak hour movements are shown in Figures 4.3 – 4.6.
