1.1 Purpose of this Report
This report provides details of an assessment of the car parking and transport impacts of a proposed
Mixed Use development, including commercial, food and drink, shop and residential, on land located at
6 – 10 Diamond Street, Cooroy. The subject development includes a total of 44 car parking spaces plus four
(4) motorcycle spaces, with access via an existing, modified, left‐in / left‐out crossover to Diamond Street.
In preparing this report, reference has been made to:
 Noosa Council’s PDonline, including mapping and the Driveways and Carparking Code.
 Plans of the proposed development prepared by Verve Building Design, with a copy of the relevant
drawing provided at Appendix A to this report.
 A concept plan for signalisation of the Diamond Street / Elm Street intersection, prepared by the
Department of Transport and Main Roads and dated November 2018, which has been circulated
for Public Consultation. A copy of this plan is provided at Appendix B to this report.
 Traffic surveys undertaken by AusTraffic in November 2018.

Code and relevant State Codes is provided at Appendix C to this report.

1.2 Background and Site Context
Planning permission is sought for the development of land described as Lots 703, 704 and 705 on C5602 for
the purpose of a various commercial and residential uses. This is currently three separate land parcels, with
three crossovers to Diamond Street. The site also abuts Diamond Lane to the south, however there is no
existing access.
The site is located between a newsagent and a Vet, with an automotive repair and retail uses opposite the
site in Diamond Street.
Diamond Street is a State‐controlled road, which provides connectivity between the Bruce Highway and
Noosa and runs through this commercial precinct in Cooroy. It is subject to a 60km/hr speed limit in the
vicinity of the site, and similar to main roads through many regional towns, it provides car parking and
property access. Parallel parking is permitted on the southern side of the carriageway within a marked
parking lane, with rear‐in, angle parking on the northern side of the carriageway.
Diamond Lane is a laneway, with a single lane paved roadway which widens at some locations. There is a
significant table drain on the northern side of the laneway.
Elm Street is located to the west of the site and forms a priority controlled junction with Diamond Street.
Diamond Street traffic is subject to a ‘Stop’ control.
The site and its surrounds are shown on Figure 1.
