EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Noosa Community Support (NCS) Coordinator to the
Services & Organisation Committee meeting dated 12 June 2018 regarding the Commonwealth
Government’s provision of 2-year funding from July 1 2018 to 30 June 2020, which will allow
NCS to continue to deliver Commonwealth Home Support Programme (CHSP) activities.
REPORT
NCS provides services to aged and frail members of the Noosa community, delivering over
40,000 services each year. These services are funded by the Commonwealth and State
Governments and have been delivered by Noosa Council for over 20 years. The services include
the following activities:
Domestic assistance Counselling / support, information and
Social support advocacy
Allied health and therapy services Carer support
Personal care Goods and assistive technology
Centre-based day care Transport
In-home respite care Home maintenance
Case management Home modifications
Over 70% of total funding for NCS comes from the Commonwealth Government via its
Commonwealth Home Support Programme (CHSP) grant. Council is grateful for the significant
financial support it receives from the Commonwealth Government via CHSP funding.
The new 2-year CHSP funding grant runs from 1 July 2018 to 30 June 2020 and totals
$3,816,728 across this period. This will allow Council, via NCS, to continue to provide the full
range of services previously delivered to the community.
The CHSP model has a strong focus on client wellness and re-ablement and the provision of
services facilitating this allows for the ongoing strengthening of the local community.
Despite signals that at some point the CHSP funding will shift towards a consumer directed care
(CDC) funding model, the nature of the funding through to June 2020 remains largely
unchanged.
The NCS management team will continue to monitor the funding landscape closely and will be
proactive in their approach to ensuring NCS is well prepared for any future changes.
