SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 JUNE 2018
policy improves the practical application of the policy and takes into account emerging local
heritage priorities.
The main changes include:
Revising the wording of the expenditure categories to provide greater clarity
Providing allowance for use of the Heritage Levy funds to assist the employment of a
suitably qualified Heritage Coordinator
Expanding the membership of the Reference Group to provide more diversity and expertise
Updating the relevant referenced legislation
Transferring the operational details to the proposed Heritage Levy Guideline
Under the revised Policy, the allocation of Levy revenue will be applied to the following four
categories:
1. Heritage Assets: the preservation of Council-owned Built Heritage infrastructure, sites or
collections and the acquisition of heritage assets by Council.
2. Heritage Projects: to fund heritage projects and initiatives by Council or in partnership with
the community.
3. Heritage Coordination and Advice: to undertake routine heritage coordination and engage
heritage professionals, architects, advisors or consultants as required.
4. Heritage Sector Sustainability: to undertake activities which assist or support the ongoing
sustainability and development of local organisations with a focus on heritage.
3. Proposed Heritage Levy Policy Guideline
The purpose of the Heritage Levy Policy Guideline is to provide comprehensive detail on the
practical application of the Heritage Levy Policy and provide direction and clarity to Council
officers regarding expenditure, activities and responsibilities under the Levy program.
The Guideline applies to all programs, activities or incentives that are directly or indirectly funded
or supported, wholly or partly, by the Heritage Levy. The Guideline does not apply to other
Heritage related activities or services undertaken by Council that are not funded by the Heritage
Levy.
4. Heritage Reference Group
The revised Policy recommends expanding the positions of the Reference Group to include two
additional members with professional heritage expertise who are currently working in the heritage
field. This recommendation is endorsed by the current Reference Group and seen as a positive
move to enhance the currency and diversity of knowledge and skills within the group.
In addition, there are currently two unfilled positions on the Heritage Reference Group due to a
recent resignation and the Queensland Government position remaining unfilled.
It is proposed to call for nominations to fill the new and vacant positions early in the new financial
year.
