SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 JUNE 2018
6 STANDING ORDERS
As Councillors would be aware, it has been our intention to review our Standing Orders
notwithstanding the matters raised in this report. Our Standing Orders were originally adopted
very quickly following de-amalgamation and there are some inconsistencies/ improvements that
need to be made.
While it was originally intended to undertake a review of our Standing Orders 6 months ago,
Councillors have been advised that this review has been on hold pending the outcome of
legislation associated with the Belcarra local government reforms. Included in that reform
package are proposed mandated provisions to govern elements of Council meetings and it would
have been premature to review our Standing Orders until those mandated provisions were
published.
Now that the legislation has been passed, the Department of Local Government, Racing and
Multicultural Affairs has published consultation copies of model meeting procedures which
mandate how conflicts of interest and Council behaviour matters are to be dealt with in Council
and Committee meetings.
Further, the Department has also published for consultation a best practice guide for Standing
Orders for Council meetings including Standing Committees. Once these documents are
finalised by the State government following consultation (most likely to be in July), we will be in a
position to revisit our own Standing Orders to incorporate the new mandated provisions and also
draw upon the best practice guideline for Standing Orders published by the State government.
We should accordingly be in a position to commence this review of our Standing Orders in July or
August 2018.
