= Explore options including working with Noosa Tourism to provide simple,
concise and site specific information in tourist accommodation to assist in
recycling and reducing contamination of the waste stream. The provision of
bins for waste and recyclable separation and staff training should be
considered.
= Examine the opportunity for a community group such as Noosa Integrated
Catchment Management Association (NICA) using their WasteWise Schools
Initiative as an interim replacement for EnviroCom post June 2014.
= The existing contract term extension will allow Council to develop a Toward
Zero Waste Strategy which would assist in determining new collection and
disposal arrangements.
= Council should examine the replacement of 240 litre bins in high volume
commercial and domestic premises with 360 litre bins.
= Council should consider advising smaller households of the availability of a
140 litre bin at a reduced cost.
( =" Council could examine opportunities under any new contract for
improvement in the operation. Also the option to combine Ringtail Creek
Quarry in the contract should be explored.
= Council may wish to examine whether reducing the disposal costs for clean
concrete and bricks could increase volumes and revenue.
= Council should ensure Waste Management Plans under Noosa Planning
Scheme Policy 11 are being applied to ensure source separation on building
and demolition sites thereby increasing volumes of clean concrete diverted
from landfill.
= Council may with to enter into discussions with the contractor on product
improvement and market development opportunities which would involve
meeting Australian Standard AS 4454 and reducing the risk of weed spread.
= Market development should also include the specifications Council’s Parks
and Gardens would require to use the product.
= If market development opportunities are available Council should examine
the $50 a tonne disposal charge and determine whether it is cost effective to
be flexible or reduce disposal charges to increase volumes.
= Council should examine opportunities for cooperation with Ringtail Creek
Quarry mulching.
= Council should examine alternative locations for mulching operations at the
Eumundi Rd landfill to minimise impacts from dust and on water quality.
= Council may wish to undertake an initial assessment as to whether the site
could be suitable for processing kitchen organic waste in conjunction with
green waste.
= Council may wish to contact tyre fitters and mechanical workshops to
ascertain whether they are responsibly disposing of their tyres for reuse and
reprocessing.
= Seek advice on how the new Tyre Product Stewardship arrangements may
assist Council and tyre operators in cost effective ways to improve beneficial
reuse of waste tyres.
