SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 7 MARCH 2017
In order to meet this timeframe, Council will need to commence planning within the next four
weeks including appointing an external project officer, advising key stakeholders and undertaking
an Expression of Interest process to select an organisation to deliver the Boreen Point
community component.
The provision of $15,000 funding for the Boreen Point component will be conditional on the
chosen association meeting Council event permit requirements.

Finance & Risk
The costs to deliver Floating Land grew considerably through the period 2009 – 2013 as the
program was markedly expanded. The 2013 iteration cost in excess of $420,000 excluding
internal staffing costs. The budget was supplemented through the attraction of external grant
funding.
In 2015 Noosa Council produced a modest but successful Floating Land for $110,400 excluding
internal staffing costs. External grant funding was applied for but was unsuccessful with feedback
given that the event was now well established and in its current format not a priority for funding.
The key cost drivers which escalate Floating Land delivery include project staff, artists’
commission fees, travel and accommodation when interstate or international artists are
commissioned, complex logistics and programming, and marketing.
The proposed 2017 event aims to build on the model for 2015 which limited these cost drivers
enabling a successful event to be delivered within a more reasonable budget.
The proposed budget to deliver Floating Land 2017 includes:
Project Staffing $55,000
External Exhibition including commissioned works $37,000
Gallery Exhibition $6,000
Programming $6,000
Marketing $5,000
Photography/videography $5,000
Boreen Point community managed component $15,000
General project delivery $5,000
Total $134,000
This budget will be sourced from the following:
2016/17
Gallery exhibition budget $13,000
Savings from Gallery budget $12 500
RADF Allocation $7,500
2017/18
Proposed new initiative $95,000
Business as usual exhibition budget $6,000
Total $134,000
2016/17 funds will primarily be used to employ a project officer to assist with curating and
delivering the exhibition and provide the first half the contribution to the association chosen to
deliver the Boreen Point component.
Staff will explore revenue opportunities to reduce the bottom line cost. Fee paid programming will
be incorporated. External grant funding opportunities will be explored however revenue through
this source cannot be guaranteed.
